Fishy Indeed! Another forum had the same type of post and they turned out bogus. Lots of this on craigslist, be very very careful.

I am a private investor, investing directly in properties for resale or buy and hold. I haven't done hard money funding.

Everyone! It is one thing if someone makes a post looking for US partners requesting that they put up money. In Bart's defense, he is looking to invest his money in a deal that you could provide, not the other way around. No need for more suspicion, but looking out for other's interests is appreciated.
