FHA Investor Non-owner occupied loan

I happened to be perusing the web for financing and I came across this:

But haven't been able to find anything else on it. Does anyone know if this is legit, or how I might learn more about it?

Basically the site claims that as an investor you can get an FHA loan for $100 for HUD homes (after they're open for investors).
