HELOC-Or-second-after-Bankruptcy

hi - I wander if a mortgage professional could answer my question: 

Any Heloc or Second mortgage programs (or other ) available after 3 years out of a Chapter 7 Bankruptcy? -

Good Credit since bankruptcy - high 6's.

I have a SFR worth LTV at 32% - ($3.4M and $1.1M) first at 3.5%. I am looking to build a second residence on the lot and need 500K-700K.

Any help would be greatly appreciated!
