What areas of town are typically subject to rent control

What are the in's and out's of rent control. What areas are subject? What areas are not? If something is rent controlled, does it stay that way for the life of the property? 

The only time I've heard of rent control it was only in the unfavorable parts of town; an example being old military barracks off base, and when the base shut down, the old barracks were turned into  low income housing. So in my mind, I wonder if rent control is the same as this, or what I heard referred to a "Section 8."

What are the in's and out's?
