Marketing to Potential Tenants, Small Commercial Building

I have a 3400 sq ft building that was a doctor's office in a small town near a medium city.  This property fell into our lap and we have been unsuccessful filling the vacancy.  There is one bank in town that is not well-liked, and there are no credit unions in our area of the county.  I think it would be a great location for a credit union.  I'd like to contact the various credit unions in our region directly and pitch the property to them.  Does anyone have any idea who exactly I should talk to about opening new branches?  We are considering switching banks, so I thought I could get ahold of the commercial person about that and then segue.  Is this a good idea?  Any advice would be appreciated.
