Hi guys,
I am buying a developed lot(all the utilities hook-ups are present on the site). The seller who happened to be developer for the land is is telling me, he does not have map locating all the utilities hook-ups. He did give me map showing storm sewer placement.
Can any one tell me how do I find out the hook-ups for all other utilities?

you can ask each utility to come mark it out, or call the call before u dig number, here it is 800-272-1000 I think. if they stubed in a sewer and water they sholud have put a 2x4 or some type of marker in front of it, it could be just below grade. same with gas, if you have underground electric jut call the power company.
Depending on how long ago he developed the lot you could check with the local Planning Department. If it was recently they will have a set of plans that he had to submit to get his permits. This won't be an "AS-BUILT" set of plans but at least they would show you where they were supposed to be built. Anything submitted to the city is public record and you can get copies of whatever you need.
This is just another option. Billy's comment was also a great option and you can even contact the sewer or water department because they would have had to approve the developer plans before he built it so they should know where they are.

Your Planning or sewer and water department should have what they call "lead cards" that show the exact location of your utility stubs. I have never developed and not been required to provide these to the local municipality. One disclaimer...the locations are only as good as the field engineer was! Electric, gas, phone and cable are usually stubbed up and well marked in a pedestal.
