Commercial to Multi-family zoning

Would anyone know the legalities of taking a property zoned as Commercial real property, and turning it into a Multi-family unit? Im not talking a 5+ apartments building, but 2-4 units which would still fall under Residential. Would I run into a lot of problems with the city?
