How long have they been up to generate 5 calls?
10 years might be a bad campaign - 1 day might be good :)

Depending on you population...sounds like your signs don't have a call to action.
Are your signs aimed at buyers or sellers? Always start your sign with a bang and end them with a call to action.
Use action words to start with like
desperate, must buy, must sell, please help, get cash today, ect...
End your post will a call to action.

I like hand writing my signs. Black bold tip magic markers on white poster board. Write on the board as if you are desperate. When you hang the signs up....sometimes lean them to the side as if you're disfunctional....lol
The clean commercially printed signs never yielded me any real good response.

I sometimes walk away from the sign to see how close one needs to be in order to read it. At intersections...you want to be able to read the sign at least 4 car lengths away. The best poster boards are 18x24" with the flutes running 18 end to end.
You should also keep notes of where you place your signs. Then keep track of how many calls each location generate. When the leads come in ask them where they saw the sign and make a note of it. This will enable you to determine your bread and butter locations. For instance....I have some locations that produce 10 calls a day. Others just generate a few per week.
Timing is also important. My signs usually do well when I place them out on Thursday evening.

I was also told, if possible, place them on poles high enough up so the kids can't rip them down.

I guess if you have time and equipment high is good. I look at it like a food chain. In Houston, usually it's the street urchins that pull them down, turn them over and use them. If I get a few days advertising out of them...I'm happy.
