Final interest rates on loans?

I'm curious about the actual interest rates that are assigned to loans. For example, a quick search online shows interest rates about 4.01%. Assuming you have very good credit, is this the actual rate that people get or would lenders pad it a bit. Obviously, they have to make a profit too.
