Need Help with Probate Scenario...

Ok here goes.... first the mother dies, then the father dies and there are 3 kids (all grown) but after the father died neither of the kids done anything to settle the estate or anything, they can't even find the will, they know there is one but they cannot find it.

Now the city is threating to sell the house for back taxes, I'm pretty sure there is no mortgage on the house and the father has been dead for 2-3 years now. They are motivated to sale but they dont know how to proceed with the probate and all and with no will I dont know what to tell them either.

Only one son has been keeping the grass on the property cut and there others have done nothing to or for the property. How do we get clear title on this property in order to proceed with the sale and deal with the tax issues?
