Interesting policy. What happens if the landlord stops paying w/s/g, I am assuming they cant terminate service to the tenant? I could see this resulting in a huge increase in rent receivership cases by providers. Are water and sewer lienable in Washington?
I've actually consider this situation before, though for different reasons. Its just a simple change to the rental contract stating that the renter is liable for all utility expenses incurred. Have the bills draft before the first and send a rent bill including utilities with documented proof showing the expense. It's realty not that big of a deal, though I guess they could skip out on one months worth of utilities when they move. But the $100 in utilities is noting compared to the rent the probably didn't pay either.
Seattle is one of the highest rates for W/S/G. I am starting to feel it as my section 8 tenants are home ALL day with their kids. Avg bill is $140/month per unit.
It is tough because tenants do not like getting a bill on top of the rent. Many landlords in the area just pay it unless its a SFR I see they will have to be changing that now.

Total BS! This is the monopolization of what everyone needs being transferred to landlords, because the city knows they will pocket more money this way. Water will surely increase in price as it becomes more scarce. You can't control garbage fee's and violations either. IE if you set out extra garbage on the side of your toter, that is extra $$$. What next, free natural gas?
Its an ordinance in our city, as well, that garbage service must be in property owners name. If these charges are to be passed along to tenant, it is disclosed as such in the advertising and tenants are billed accordingly and trash fee is due w rent. Many of our multiplexes in town do not include the heat in w the rent, they charge an additional utility fee. Gives the perception of competitve rent to other apartments that may have individual heat sources. In which case, they would need to pay for heat anyway.
