You have to update your settings to see the Off-Topic forum on the dashboard. Here are Josh's instructions:

Members can now hide from the Dashboard forum feed, the following forums:

- Off-Topic
- Political Talk
- All Marketplace Forums

We've set it so, by default, all of these are hidden.

To make it so you can see these forums in your dashboard's forum feed, just go to the DASHBOARD, then click on SETTINGS & PASSWORD, then click on the Dashboard tab.
