Do you have a budget for your web site? A friend of mine always says you can have whatever you're willing to throw money at. But if you're looking to do it on your own, here's a few suggestions:

1) webs http:/www.Webs.com You can build your own site that includes e-commerce options

2) weebly http://www.weebly.com/ another place where you pretty much drag and drop your content to create your site.

I also a know a good web developer and If you'll contact me, I'll get you his contact info.

One more thought, you could put your listings on e-bay and let folks bid on the down payment. I dont know about video in the listing, but you could always direct them to Youtube. I'm sitting here looking at an auction listing now that has "No bank qualifying" captioned over their property pictures, and links to their website that say "click here to check out all our properties", or "click here to Email us if you're looking to buy or sell"

I would cruise around the listings, see what's working and what's not, then copy the template of the ones that do well.

I also don't know enough about the SAFE act yet, but I was told at a law and contract seminar that the provisions of the act that effect owner financing will not be in force for another 30 months yet in Texas.

As to the licensing, I'm not sure about that either, but I suspect that you would only need to concern yourself with the State the property is in and where the deal will go down. Always check with your attorney.
