Property Management Fees

I have been renting this home for a year and have always paid rent on time via a cashiers check. I got a First Notice from the HOA regarding my front yard. I immediately fixed the problem. The leasing company also sent a copy of the same notice but with a certified mailing fee of $35. I called the property manager and asked them to waive the fee as this was a first notice. They responded with a "no". All of this happened within 4 days from August 25-27. The letter mailed by the property manager was sent regular mail and is stamped with a 48¢ postage stamp. This sounds unethical and I am not sure how to approach as I am in the process of signing a new lease and not in a position to bear the cost of finding a new place to live. Any advice on how to handle this issue?
