Depends on what the laws say in CA. I was president of my HOA for 2 years. In Nevada we could levy past due fees. After a certain amount of arrears was reached we would file a lien against the property. We could not garnish wages or anything else. We had several foreclosures within the HOA and the owners hadn't paid their assessments or fines and had amassed a significant balance. The bulk of that amount was wiped out in foreclosure. There is a provision in the law here that allowed a small amount of the arrears to be collected, but the bulk was wiped out when the foreclosure sale occurred. When a homeowner was upside down and had decided to let the home go we had little recourse. We always had the option of foreclosing on the property ourselves in order to go after the money owed but we would have had to satisfy the first lien before we saw any money and it never made sense to do so. So, in a nutshell, your HOA is screwed.
