So what's a "Mandate"?

Is it someone inside a company (counsel) or another layer of palms holding itself out where there are no needs to do so? I have yet to see a "Mandate" or ever associate with one at any level and I've found my way to many talks and negotiations regarding LSA's, MTN's, REO's, and every other type of asset that gets resolved through a sale

It simply isn't necessary nor used at any professional level I've ever seen
