The number of Americans filing personal bankruptcies surged 9% in October, and were on target for the highest annual total in four years, according to a report issued Wednesday.

So the law change a couple of years ago to make it harder to declare bankruptcy doesn't seem to be slowing it down. Still, we'd pr0baby be having a bunch more if there hadn't been changes in the laws.
