I do it military style. In the military, if someone messed up, the entire platoon was punished (by some form of strenuous exercise). It is not fair, but it makes you look out for the person next to you, to help them not mess up and make me suffer the consequences.I impose a separate fine for each separate item of trash (e.g. bag, box or whatever), but I assign the fine evenly, i.e. I spread the fine over all the residents (everyone suffers the consequences). That instantly gets several people telling me it was Frank you left the trash out. Right now, I have no more than 12 units in one location, so everyone there knows everyone else.
