It is not fair, but it makes you look out for the person next to you, to help them not mess up and make me suffer the consequences.I impose a separate fine for each separate item of trash (e.g. bag, box or whatever), but I assign the fine evenly, i.e. I spread the fine over all the residents (everyone suffers the consequences).  That instantly gets several people telling me it was Frank you left the trash out.
