Since the pandemic forced millions into&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/the-real-world-impacts-on-remote-work-and-what-it-did-for-investors\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">remote work arrangements<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;a few years ago, offices never quite recovered.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">In fact, the vacancy rate for the third quarter topped 19%, and by year\u2019s end,&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/cre.moodysanalytics.com\/insights\/cre-news\/weworks-bankruptcy-challenges-opportunities-and-the-resilience-of-the-office-sector\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Moody\u2019s Analytics predicts<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;vacancies will hit 19.3%\u2014tying for the highest rate ever recorded. When you throw in the&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/what-the-wework-collapse-means-for-real-estate\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">recent collapse of WeWork<\/span><\/a><span data-preserver-spaces=\"true\">, which declared bankruptcy last month and&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nytimes.com\/2023\/06\/12\/business\/wework-softbank-sandeep-mathrani.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">rents nearly 20 million square feet<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;of office space across the country,&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/its-official-commercial-real-estate-is-collapsing\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">the picture for CRE<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;only looks bleaker.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Still, as with everything in real estate, it all comes down to location. According to Moody\u2019s, the way WeWork\u2019s demise and the general office slump will impact things could vary widely by city. Here are the places that could get hit hardest.&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">The Markets Most at Risk of a Commercial Real Estate Downturn<\/span><\/h2>\n\n\n\n<p><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/atlanta-real-estate-market\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Atlanta<\/span><\/a><span data-preserver-spaces=\"true\"> takes the cake as the most at-risk in a CRE downturn, according to Moody\u2019s data. Not only does commercial real estate make up nearly half of the city\u2019s total assessed property value, but a whopping 40% of its government\u2019s revenue comes from property taxes.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">The city also has a 23% vacancy rate right now, and WeWork is pulling out of at least two of its locations in Atlanta, according to&nbsp;<\/span><em><span data-preserver-spaces=\"true\">The Atlanta Journal-Constitution<\/span><\/em><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Boston is also in trouble. There, 64% of the government budget comes from tax assessments\u2014and CRE makes up nearly a third of the assessed value of property in the city.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">New York City,&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/houston-real-estate-market\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Houston<\/span><\/a><span data-preserver-spaces=\"true\">, and San Francisco round out the top five for most at-risk markets. San Francisco\u2019s property taxes make up 41% of its local budget, and the city has a jaw-dropping 27% vacancy rate, according to Moody\u2019s.&nbsp;<\/span><\/p>\n\n\n\n<p>Below is the full list of cities in Moody&#8217;s report. According to Moody\u2019s data, some cities are poised to weather a CRE downturn pretty well.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">\u201cSome cities with high concentrations of commercial property aren\u2019t heavily reliant on property taxes for revenue, leaving them more insulated from swings in commercial real estate assessed value,\u201d Moody\u2019s said in the report.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">The safest place appears to be Phoenix, which gets a mere 9% of its budget from property taxes. Add in that CRE comprises less than a quarter of the city\u2019s total assessed value, and Arizona\u2019s capital is pretty well protected.<\/span><\/p>\n\n\n\n<p><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/philadelphia-real-estate-market\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Philadelphia<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;should also hold up well, with just 12% of its government revenue coming from tax assessments and CRE making up about a quarter of all assessed value. Los Angeles,&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/san-diego-real-estate-market\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">San Diego<\/span><\/a><span data-preserver-spaces=\"true\">, and San Antonio, Texas, are on the safer end of the spectrum, too. In San Diego, the vacancy rate is a mere 15%.&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">The Bottom Line<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">The moral of the story? Interest in office space is certainly waning\u2014and the fallout of WeWork\u2019s bankruptcy won\u2019t help that. But how that will play out on the ground? It could range quite a bit.
