{"id":169691,"date":"2024-03-25T11:50:33","date_gmt":"2024-03-25T17:50:33","guid":{"rendered":"https:\/\/www.biggerpockets.com\/blog\/?p=169691"},"modified":"2024-03-25T11:50:37","modified_gmt":"2024-03-25T17:50:37","slug":"wall-street-is-not-buying-up-main-street","status":"publish","type":"post","link":"https:\/\/www.biggerpockets.com\/blog\/wall-street-is-not-buying-up-main-street","title":{"rendered":"No, Wall Street Is Not Buying Up Main Street\u2014Here&#8217;s Why It&#8217;s All a Myth"},"content":{"rendered":"\n<p><span data-preserver-spaces=\"true\">Wall Street is not exactly the easiest group of institutions to defend, in large part because they most certainly do merit an enormous amount of criticism for many of the financial shenanigans they engaged in that&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.investopedia.com\/news\/10-years-later-lessons-financial-crisis\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">helped contribute to the 2008 Financial Crisis<\/span><\/a><span data-preserver-spaces=\"true\">, such as being bailed out by taxpayers only to&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/abcnews.go.com\/Business\/story?id=8214818&amp;page=1\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">give out exorbitant bonuses to their executives<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;before needing to be&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.politico.com\/news\/2020\/06\/07\/wall-street-fed-bailout-304362\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">bailed out again<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;when COVID struck. And that doesn\u2019t mention the variety of illegal and dubiously legal schemes&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.rollingstone.com\/politics\/politics-news\/the-great-american-bubble-machine-195229\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">they\u2019ve engaged in over the years<\/span><\/a><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">But of late, an almost bipartisan chorus has emerged amongst critics of high finance: Wall Street is buying up houses across the country to drive up prices and making homeownership unaffordable for most Americans.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Senator Elizabeth Warren, like many Democrats,&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/twitter.com\/SenWarren\/status\/1741505637979226385\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">accuses<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;Wall Street of \u201choovering up a significant chunk of the housing market.\u201d<\/span><\/p>\n\n\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">Since the Great Recession, institutional investors have bought up hundreds of thousands of single-family homes, hoovering up a significant chunk of the housing supply and hiking rents by double digit margins. It&#39;s time to loosen Wall Street&#39;s grip on the housing market.<\/p>\n<p>&mdash; Elizabeth Warren (@SenWarren) <a href=\"https:\/\/twitter.com\/SenWarren\/status\/1741505637979226385?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">December 31, 2023<\/a><\/p><\/blockquote>\n<p> <script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">But many Republicans have also been saying similar things. For example, Texas Governor Greg Abbott is calling on state legislators to&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.texastribune.org\/2024\/03\/15\/texas-greg-abbott-institutional-homebuyers\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">limit the number of houses institutional investors can purchase<\/span><\/a><span data-preserver-spaces=\"true\">. And across the populist elements on all sides of the political spectrum, you can find people decrying Wall Street\u2019s nefarious attempt to create a \u201cnation of renters.\u201d<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Fortunately, in this case, Wall Street is (mostly) innocent of this charge. Unfortunately, due to this false impression,&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/how-the-affordable-housing-and-homeownership-protection-act-will-impact-investors\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">dubious legislation<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;that will hurt small and mid-sized investors (and thereby the cities they invest and renovate houses in) has been introduced. Furthermore, actual solutions to housing\u2019s unaffordability in the United States have been largely ignored as political activists chase after this red herring.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">How Many Houses Has Wall Street Actually Bought?<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">When just looking at a graph showing the percentage of houses institutional buyers have purchased in the last few years, it would seem that Elizabeth Warren and Greg Abbott are, if anything,\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/finance.yahoo.com\/news\/no-wall-street-investors-haven-015642526.html?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAAG0g1JsNuK2GzhOLft0g-QHfkXURRx6tvk7xiYQmwzEPCUEBXNYRawdsKir_tJruTN8WFq2A3jf30DFUoNqY6XA1s6h42Cj1O84YtXHKvrHCdNZ15yxPwc2uhbFKl6cQX11OzO8ASxfVFovbjGQm06TG8cAYsyGgW6gkEzZA_rRc\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">understating the problem<\/span><\/a><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"987\" src=\"https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image2-3.jpeg\" alt=\"Share of corporate buyers in the housing market (2000-2020) - Yahoo! Finance<\/span><\/a><\/em><\/figcaption><\/figure>\n\n\n\n<p><span data-preserver-spaces=\"true\">That is until you look on the left side of the chart and see that what appears to be a skyrocketing amount of houses being bought by institutional investors only changed the percentage they purchased from about 0.5% to 2.5%, not exactly what I would call a \u201csignificant chunk.\u201d<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Gary Beasley, CEO of Roofstock, is more precise, pointing out<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.forbes.com\/sites\/forbesbusinesscouncil\/2021\/12\/15\/wall-street-isnt-the-reason-for-all-the-problems-in-the-housing-market\/?sh=15f70f25c403\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">&nbsp;in an article he wrote for&nbsp;<\/span><em><span data-preserver-spaces=\"true\">Forbes<\/span><\/em><\/a><span data-preserver-spaces=\"true\">:<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">\u201c[We] estimate that large-scale landlords today own approximately 450,000 of the roughly 20 million single-family rentals in the U.S. While this represents considerable growth over the past decade, it represents less than 2.5% of all single-family rentals and less than 0.5% of all single-family homes (including owner-occupied).\u201d<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">I should emphasize that Beasley states there are 20 million single-family rentals in the United States. In total, according to the Urban Institute, in 2018 there were&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.urban.org\/sites\/default\/files\/publication\/101553\/housing_supply_chartbook_1.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">83.3 million single-family homes<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;owned by either landlords or homeowners.&nbsp;&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">The percentage of homes being bought by all investors\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.vox.com\/22524829\/wall-street-housing-market-blackrock-bubble\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">had actually been decreasing<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0from 2013 until the end of 2020; from 29% of all purchases to 20.5%.<\/span><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"703\" height=\"466\" src=\"https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image1-4.jpeg\" alt=\"Percentage of total home sales purchased by investors (2006-2020) - Vox\" class=\"wp-image-169700\" title=\"\" srcset=\"https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image1-4.jpeg 703w, https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image1-4-300x199.jpeg 300w, https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image1-4-340x225.jpeg 340w\" sizes=\"auto, (max-width: 703px) 100vw, 703px\" \/><figcaption class=\"wp-element-caption\"><em>Percentage of total home sales purchased by investors (2006-2020) &#8211; <a href=\"http:\/\/vox.com\/22524829\/wall-street-housing-market-blackrock-bubble(opens in a new tab)\" target=\"_blank\" rel=\"noreferrer noopener\">Vox<\/a><\/em><\/figcaption><\/figure>\n\n\n\n<p><span data-preserver-spaces=\"true\">While purchases of single-family houses by large financial institutions increased dramatically in 2021\u2014in large part to take advantage of historically low interest rates\u2014they still only made up a tiny percentage of the overall market. And according to\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/jbrec.com\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">John Burns Research and Consulting<\/span><\/a><span data-preserver-spaces=\"true\">, the rate of purchases by such institutions has fallen by over 80% since its peak in the second quarter of 2022!<\/span><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"959\" height=\"863\" src=\"https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image4-2.jpeg\" alt=\"Market share of quarterly U.S. home purchases by landlords with 1,000+ properties (2012-2023) - John Burns Research &amp; Consulting\" class=\"wp-image-169703\" title=\"\" srcset=\"https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image4-2.jpeg 959w, https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image4-2-300x270.jpeg 300w, https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image4-2-768x691.jpeg 768w\" sizes=\"auto, (max-width: 959px) 100vw, 959px\" \/><figcaption class=\"wp-element-caption\"><em>Market share of quarterly U.S. home purchases by landlords with 1,000+ properties (2012-2023) &#8211; <a href=\"https:\/\/jbrec.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">John Burns Research &amp; Consulting<\/a><\/em><\/figcaption><\/figure>\n\n\n\n<p><span data-preserver-spaces=\"true\">Furthermore, hedge funds and investment banks not only made up just a tiny percentage of the overall homes being bought, they also made up only a tiny percentage of the homes being bought by real estate investors.<\/span><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"512\" src=\"https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image3-3.jpeg\" alt=\"Investor home purchases by size of investor (2004-2023) - John Burns Research &amp; Consulting\" class=\"wp-image-169702\" title=\"\" srcset=\"https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image3-3.jpeg 960w, https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image3-3-300x160.jpeg 300w, https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2024\/03\/image3-3-768x410.jpeg 768w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><figcaption class=\"wp-element-caption\"><em>Investor home purchases by size of investor (2004-2023) &#8211; John Burns Research &amp; Consulting<\/em><\/figcaption><\/figure>\n\n\n\n<p><span data-preserver-spaces=\"true\">Instead, the vast majority of properties bought by real estate investors are bought by the type of people who frequent BiggerPockets and\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/proposed-landlord-restrictions-devastate-investors-housing-industry\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">put billions of dollars and millions of hours<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0each year into renovating and maintaining the nation\u2019s housing stock.\u00a0<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">In fact, some institutional investors, such as VineBrook Homes, are not just no longer buying, but are actually starting&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.fastcompany.com\/90993134\/institutional-homebuyer-selling-off-quickly-creating-inventory-regional-housing-markets\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">to liquidate their single-family portfolio<\/span><\/a><span data-preserver-spaces=\"true\">. So whatever effect Wall Street is having on the housing market (at least through purchasing properties) is tiny.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">What Can Be Done About Affordability?&nbsp;<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">As with most things, rental and home prices are driven by supply and demand. Right now, there are too many people chasing too few properties, in large part&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/calculatedrisk.substack.com\/p\/single-family-starts-up-35-year-over\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">because new construction ground to a halt<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;after the Great Recession while the population continued to grow.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Removing people isn\u2019t a practical or moral solution (although a reduction in immigration levels is probably called for, at least until the housing market has normalized). Therefore, what\u2019s needed is to increase building.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Part of the problem is that interest rates are high right now. Given that&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.wsj.com\/personal-finance\/inflation-tracker-cpi-data-prices-11657717467\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">inflation has cooled<\/span><\/a><span data-preserver-spaces=\"true\">, it\u2019s probably time for the Federal Reserve to start bringing rates back down to stimulate construction and reduce the debt costs to homebuyers.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Furthermore, while some regulations are needed in home and apartment construction, they have gotten out of hand in many places. One study from the National Association of Home Builders in 2021&nbsp;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nahb.org\/-\/media\/NAHB\/news-and-economics\/docs\/housing-economics-plus\/special-studies\/2021\/special-study-government-regulation-in-the-price-of-a-new-home-may-2021.pdf?rev=29975254e5d5423791d6b3558881227b#:~:text=On%20a%20dollar%20basis%2C%20applied,due%20to%20regulation%20during%20construction.\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">found<\/span><\/a><span data-preserver-spaces=\"true\">&nbsp;that \u201cOn a dollar basis, applied to the current average price ($394,300) of a new home, regulation accounts for $93,870 of the final house price.\u201d<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Cutting that $93,870 number down or even in half doesn\u2019t seem utopian or particularly dangerous and would provide a great boon to construction.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">I should further note that in some places, particularly on the coasts, it\u2019s much worse than what the NAHB showed. Economists Ed Glaeser and Joe Gyourko\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.bizjournals.com\/sanfrancisco\/news\/2017\/02\/16\/housing-crisis-restrictive-building-laws.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">found<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0that because of the \u201conerous regulatory framework\u201d\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nytimes.com\/2017\/02\/10\/upshot\/popping-the-housing-bubbles-in-the-american-mind.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">in San Francisco<\/span><\/a><span data-preserver-spaces=\"true\">, \u201cwhere a standard house should cost about $300,000 [to build]\u2014but in reality is more like $800,000 (based on 2013 figures).\u201d<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Final Thoughts<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">Legislation banning Wall Street from buying houses will have little to no effect, while legislation penalizing real estate investors as a whole (like what was recently introduced in Congress) will make the situation worse by disincentivizing investors from buying and fixing currently unlivable units. What you tax, you get less of, so more blighted units would remain in such a condition instead of being brought back to life and readmitted into the nation\u2019s housing stock.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Regardless, building will take time, so housing\u2019s unaffordability will not end anytime soon.
