It Started Decades Ago With NIMBYism."},"content":{"rendered":"\n<p><span data-preserver-spaces=\"true\">I first became acquainted with the acronym NIMBY (\u201cNot In My Backyard\u201d) 20 years ago when plans for a <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/therealdeal.com\/new-york\/2023\/11\/27\/greenland-usa-facing-foreclosure-at-pacific-park\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">$5 billion megaproject<\/span><\/a><span data-preserver-spaces=\"true\"> in Brooklyn Atlantic Yards (now named Pacific Park) were first mentioned. Now, the term is synonymous with the housing crisis gripping America.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Atlantic Yards would turn Atlantic Avenue at the crossroads of Flatbush Avenue into a <\/span><span data-preserver-spaces=\"true\">huge<\/span><span data-preserver-spaces=\"true\"> transit hub, with an arena (the Barclays Center, home of the Brooklyn Nets), shopping, and more. <\/span><span data-preserver-spaces=\"true\">People <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/archive.nytimes.com\/cityroom.blogs.nytimes.com\/2007\/10\/09\/arguments-are-heard-in-atlantic-yards-case\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">protesting the development<\/span><\/a><span data-preserver-spaces=\"true\"> were owners of pricey brownstones in the affluent Prospect Heights\/Park Slope enclave<\/span><span data-preserver-spaces=\"true\">, who<\/span><span data-preserver-spaces=\"true\"> feared the development would <\/span><span data-preserver-spaces=\"true\">both<\/span><span data-preserver-spaces=\"true\"> destroy the neighborhood and possibly hurt their real estate prices.<\/span><span data-preserver-spaces=\"true\"> Many small businesses and apartments <\/span><span data-preserver-spaces=\"true\">were demolished<\/span><span data-preserver-spaces=\"true\"> under eminent domain in the ensuing years.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Now, Brooklyn is almost unrecognizable, with dozens of expensive new condo developments and real estate prices soaring to <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/atlanticyardsreport.blogspot.com\/2023\/01\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">astronomical heights<\/span><\/a><span data-preserver-spaces=\"true\">, affecting<\/span><span data-preserver-spaces=\"true\"> the entire borough and <\/span><span data-preserver-spaces=\"true\">forcing<\/span><span data-preserver-spaces=\"true\"> long-time residents out.<\/span><span data-preserver-spaces=\"true\"> If homeowners feared their real estate would not appreciate through development, they were wrong.&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">The Connotations of NIMBYism Have Changed Over The Years<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">Although the NIMBY movement was unsuccessful in blocking the Atlantic Yards development\u2014and many people might argue that the city was already sliding headfirst into soaring gentrification 20 years ago\u2014there&#8217;s no doubt that the term NIMBY has changed a lot since then. It now has negative connotations, with new affordable single-family homes being a casualty of NIMBYs, whose efforts have stalled development and, according to the <\/span><em><a class=\"editor-rtfLink\" href=\"https:\/\/www.nytimes.com\/2022\/06\/05\/business\/economy\/california-housing-crisis-nimby.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">New York Times<\/span><\/a><\/em><span data-preserver-spaces=\"true\">, &#8220;increased racial segregation, deepened wealth inequality, and are robbing the next generation of the American dream.&#8221;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">The acronym first entered the public arena in the early 1980s to describe neighbors who fought against apartment developments. NIMBY activists <\/span><span data-preserver-spaces=\"true\">were seen<\/span><span data-preserver-spaces=\"true\"> as protectors of their neighborhoods and communities. With the price explosion across the U.S., the term has become synonymous with keeping people out and prices high.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">A Web of Complex Issues<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">NIMBYs and their opposites, YIMBYs (\u201cYes, In My Backyard\u201d), also known as YIMBYism, have been at loggerheads now for decades. One is a proponent of high-density development (YIMBYs), and the other is against it.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">In the middle is a complex web of politics, finance, transfer taxes, zoning laws, historical racial segregation, affordable housing, transit, sewer lines, quality of life issues, and more. Such has been the power of NIMBYism in stopping development that California governor Gavin Newsom told the <\/span><em><span data-preserver-spaces=\"true\">San Francisco Chronicle<\/span><\/em><span data-preserver-spaces=\"true\">: \u201c<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.sfchronicle.com\/politics\/article\/newsom-housing-17188515.php\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">NIMBYism is destroying the state<\/span><\/a><span data-preserver-spaces=\"true\">.\u201d<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Once, developers were seen as the bad guys, lining their pockets at the cost of valuable green space and close-knit communities. Now, with a <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2023\/12\/15\/homelessness-in-america-grew-2023\/71926354007\/#:~:text=Tens%20of%20thousands%20more%20people,this%20year,%20reaching%20653,104%20people.\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">homeless epidemic<\/span><\/a><span data-preserver-spaces=\"true\"> and an affordable housing crisis gripping the U.S., the reverse seems true. As the median home price of a single-family home in America jumps over <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.forbes.com\/advisor\/mortgages\/real-estate\/median-home-prices-by-state\/#:~:text=The%20average%20home%20price%20in,was%20$426,056,%20according%20to%20Redfin.\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">$425,000<\/span><\/a><span data-preserver-spaces=\"true\">, developers <\/span><span data-preserver-spaces=\"true\">are needed to<\/span><span data-preserver-spaces=\"true\"> build affordable homes for people sleeping in their cars, on the streets, or <\/span><span data-preserver-spaces=\"true\">on<\/span><span data-preserver-spaces=\"true\"> their parents\u2019 couches.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">The cost of building housing and the roadblocks it entails <\/span><span data-preserver-spaces=\"true\">is a contentious issue<\/span><span data-preserver-spaces=\"true\"> with no easy answers.<\/span><span data-preserver-spaces=\"true\"> The loss of parks, trees, natural habitats, and historical buildings is all part of what makes a community what it is.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">On the other side, YIMBYs contend NIMBYs and homeowners associations with similar interests <\/span><span data-preserver-spaces=\"true\">are driven<\/span><span data-preserver-spaces=\"true\"> by the fear of losing what they have and a decline in the local school system and neighborhood instead of welcoming others in.&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Black Neighborhoods Have Never Been Part of the Discussion &nbsp;<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">Race has been at the center of development issues for decades in America. The term NIMBY is often associated with white neighborhoods. In contrast, historically, Black neighborhoods had no such community-based voice to protect their assets.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">For example, in <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.publicsource.org\/hill-district-bethel-church-pittsburgh-penguins-reparations-civic-arena\/#:~:text=The%20URA%20demolished%20the%20church,for%20learning%20and%20social%20activism.\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">1957<\/span><\/a><span data-preserver-spaces=\"true\">, the <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.bethelpittsburgh.org\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Bethel AME church<\/span><\/a><span data-preserver-spaces=\"true\"> was demolished under eminent domain in <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=Pittsburgh%2C%20PA\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Pittsburgh&#8217;s<\/span><\/a><span data-preserver-spaces=\"true\"> famous Hill District to make room for the Civic Arena. Angering residents at the time was the fact that a neighboring Catholic church attended by Whites was allowed to remain.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Bethel AME was founded in 1808 and was a cornerstone in the community. It was the site of Pittsburgh&#8217;s first Black elementary school and a stop on the Underground Railroad. Over <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.rhls.org\/2023\/05\/bethel-ame-wins-back-land-and-has-exciting-restorative-development-plans-for-pittsburgh\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">8,000 residents<\/span><\/a><span data-preserver-spaces=\"true\"> were forced to relocate, most receiving little to no compensation for their homes.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">&#8220;We had nobody we could go to and sue in the &#8217;50s,&#8221;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.publicsource.org\/bethel-ame-black-church-history-racism-reparations-lower-hill-penguins\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> said Rev. Dale Snyder<\/span><\/a><span data-preserver-spaces=\"true\">, Bethel&#8217;s current pastor, citing the racial violence they could face for making &#8220;too much noise.&#8221;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Diamonte Walker, deputy executive director of the URA (Urban Redevelopment Authority), is a fifth-generation Hill resident. &#8220;The way that <\/span><span data-preserver-spaces=\"true\">development was done<\/span><span data-preserver-spaces=\"true\"> in years prior has been historically and emotionally harmful, particularly to Black people,&#8221; she said. &#8220;\u2026There is no dollar amount that I think could ever repair and mend the breach of what was lost when Bethel <\/span><span data-preserver-spaces=\"true\">was demolished<\/span><span data-preserver-spaces=\"true\">.&#8221;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">With Pittsburgh <\/span><span data-preserver-spaces=\"true\">in the midst of<\/span><span data-preserver-spaces=\"true\"> a housing crunch due to escalating home prices, the church&#8217;s old site has become invaluable. <\/span><span data-preserver-spaces=\"true\">Ice hockey team the Pittsburgh Penguins<\/span><span data-preserver-spaces=\"true\"> had development rights for the site, but last year chose to give it back to the church in a heartwarming gesture.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">\u201cOur neighborhood <\/span><span data-preserver-spaces=\"true\">don&#8217;t<\/span><span data-preserver-spaces=\"true\"> need these shiny buildings<\/span><span data-preserver-spaces=\"true\">, we<\/span><span data-preserver-spaces=\"true\"> need affordable housing,&#8221; Bethel AME pastor <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.publicsource.org\/hill-district-bethel-church-pittsburgh-penguins-reparations-civic-arena\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Snyder said during the announcement<\/span><\/a><span data-preserver-spaces=\"true\">. &#8220;If you want to take your millions of dollars and go somewhere else, do that. But if you&#8217;re staying, talk to the people.\u201d<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">NIMBY vs. YIMBY Is a Nationwide Issue<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">Nowhere is the NIMBY movement more prevalent than in <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=New%20York-Newark-Jersey%20City%2C%20NY-NJ-PA\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">New York<\/span><\/a><span data-preserver-spaces=\"true\">&#8216;s Long Island. <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.cbsnews.com\/newyork\/news\/new-york-state-faith-based-affordable-housing-proposal-long-island\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Nassau County town and village leaders are furious<\/span><\/a><span data-preserver-spaces=\"true\"> about New York Governor Kathy Hochul&#8217;s plans to allow faith-based housing to <\/span><span data-preserver-spaces=\"true\">be built<\/span><span data-preserver-spaces=\"true\"> from churches and mosques in neighborhoods that New Yorkers initially fled to <\/span><span data-preserver-spaces=\"true\">in an effort to<\/span><span data-preserver-spaces=\"true\"> escape overcrowding in the city. This faith-based housing is a way to tackle the affordable housing crisis.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">&#8220;They want to turn suburbia into an urban disaster,&#8221; Oyster Bay Supervisor Joseph Saladino told CBS News about the proposal.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">In a move that has become synonymous with everything NIMBY opposes, new bills would allow houses of worship to circumvent local zoning laws and build high-density affordable housing on their tax-exempt land. &#8220;It&#8217;s an attack on local zoning<\/span><span data-preserver-spaces=\"true\">, make no mistake<\/span><span data-preserver-spaces=\"true\">. It changes the fabric of our communities,&#8221; state Sen. Jack Martins told CBS News.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">A similar war was waged<\/span><span data-preserver-spaces=\"true\"> in east Killian in <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=Miami-Fort%20Lauderdale-Pompano%20Beach%2C%20FL\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Miami<\/span><\/a><span data-preserver-spaces=\"true\">&#8216;s South Dade County, where <\/span><span data-preserver-spaces=\"true\">local<\/span><span data-preserver-spaces=\"true\"> residents of the <\/span><span data-preserver-spaces=\"true\">mostly<\/span><span data-preserver-spaces=\"true\"> single-family community opposed the construction of a 216-bed assisted living facility in their neighborhood. The NIMBY Killian residents were victorious, as a plan to rezone failed after years of struggle. Residents were concerned that changing the zoning laws could lead to more developments.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">&#8220;Zoning has to be compatible with the existing neighborhood, what&#8217;s called &#8216;reasonable use,'&#8221; Frank Schnidman, retired professor of land use at Florida Atlantic University, told<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.floridabulldog.org\/2024\/05\/property-rights-vs-higher-density-rezoning-in-south-dade\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> FloridaBulldog.org<\/span><\/a><span data-preserver-spaces=\"true\">. \u201cThis is disrupting, aimed at increasing activity, which only increases the value for the property owner for increased profit on the property.\u201d&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Single-family zoning accounts for <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/ca.news.yahoo.com\/shrinking-middle-affordable-miami-dade-144647308.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">87% of residential space<\/span><\/a><span data-preserver-spaces=\"true\"> in Miami-Dade. The influx of wealthy new residents and lack of available space to build multifamily housing has put the area in the crosshairs of the fight for affordable housing and a change in the zoning laws. The median home value in the <\/span><span data-preserver-spaces=\"true\">area<\/span><span data-preserver-spaces=\"true\"> sits at $650,000 as of May 2024, reflecting a <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/finance.yahoo.com\/news\/miami-dade-county-single-family-183400323.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">6% year-over-year increase<\/span><\/a><span data-preserver-spaces=\"true\"> in house price despite other parts of Florida showing contractions.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Final Thoughts<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">In an election year, the cost of housing and the lack of affordable single-family homes are hot-button topics. Across the country, NIMBYs and YIMBYs are gearing up for <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.miamihomesforall.org\/media\/the-political-battles-shaping-real-estate-this-year-yimby-vs-nimby-pits-policy-against-developers-in-2024\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">epic battles<\/span><\/a><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">In Florida, Governor DeSantis found himself an unlikely adversary for upscale municipalities <\/span><span data-preserver-spaces=\"true\">for<\/span><span data-preserver-spaces=\"true\"> passing the <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/therealdeal.com\/miami\/2023\/03\/29\/floridas-711m-affordable-housing-bill-becomes-law\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Live Local Act<\/span><\/a><span data-preserver-spaces=\"true\"> into law in March<\/span><span data-preserver-spaces=\"true\">, which<\/span><span data-preserver-spaces=\"true\"> allows taller, denser buildings.<\/span><span data-preserver-spaces=\"true\"> However, DeSantis recently amended the law to <\/span><span data-preserver-spaces=\"true\">allow<\/span><span data-preserver-spaces=\"true\"> less affordable housing than initially proposed.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">In the Bronx, New York, City Council member Marjorie Vel\u00e1zquez <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.thecity.nyc\/2023\/11\/09\/marjorie-velazquez-housing-vote-bronx-council\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">supported a rezoning<\/span><\/a><span data-preserver-spaces=\"true\"> in Throggs Neck that would allow for 349 apartments, nearly half of which would be permanently affordable\u2014only to lose her Council seat in November to Republican Kristy Marmorato.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">California governor <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/abc7.com\/la-canada-flintridge-housing-low-income-mixed\/14179913\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Gavin Newsom intervened<\/span><\/a><span data-preserver-spaces=\"true\"> on behalf of YIMBYs to green-light Cedar Street Partners&#8217; application to build an 80-unit mixed-use project in La Ca\u00f1ada Flintridge after local NIMBY opposition. &#8220;La Ca\u00f1ada Flintridge is another community making excuses rather than building their fair share of housing,&#8221;
