{"id":178580,"date":"2024-10-25T12:56:15","date_gmt":"2024-10-25T18:56:15","guid":{"rendered":"https:\/\/www.biggerpockets.com\/blog\/?p=178580"},"modified":"2024-10-25T12:56:36","modified_gmt":"2024-10-25T18:56:36","slug":"after-milton-is-florida-becoming-a-lost-cause-for-investors","status":"publish","type":"post","link":"https:\/\/www.biggerpockets.com\/blog\/after-milton-is-florida-becoming-a-lost-cause-for-investors","title":{"rendered":"After Milton, Is Florida Becoming a Lost Cause for Investors?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Not long after Hurricane Milton\u2014the second-most intense Atlantic hurricane ever recorde<\/span><span data-preserver-spaces=\"true\">d\u2014<\/span><span data-preserver-spaces=\"true\">a<\/span><span data-preserver-spaces=\"true\">s well<\/span> <span data-preserver-spaces=\"true\">as<\/span><span data-preserver-spaces=\"true\"> Hurricane Helene left a trail of destruction in Florida, construction resumed in flood-prone areas affected by the <\/span><span data-preserver-spaces=\"true\">storm&#8217;s<\/span><span data-preserver-spaces=\"true\"> wrath.<\/span><span data-preserver-spaces=\"true\"> This is an indication of Florida&#8217;s enduring popularity.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">According to U.S. Census data, about <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.clickorlando.com\/news\/florida\/2024\/10\/18\/nearly-1-million-more-people-flocked-to-florida-heres-where-they-came-from\/#:~:text=The%20U.S.%20Census%20Bureau%20released,just%20over%20510,000%20moved%20out.\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">1 million people<\/span><\/a><span data-preserver-spaces=\"true\"> moved to Florida in 2023, increasing demand for housing and investing. However, with extreme weather on the rise and the Sunshine State in the crosshairs for some of the region&#8217;s most vociferous hurricanes (and the sky-high insurance costs that accompany them), investors, developers, and tenants have to ask themselves if Florida has lost its real estate shine.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">According to the<\/span> <em><a class=\"editor-rtfLink\" href=\"https:\/\/www.wsj.com\/finance\/banking\/florida-flood-zones-development-0593cdb9?mod=real-estate_lead_pos3\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Wall Street Journal<\/span><\/a><\/em><span data-preserver-spaces=\"true\">, Florida has built 77,000 new properties in high-risk flood areas since 2019, the most in the nation. However, despite the apparent unwavering optimism from developers and lenders, investors looking to buy and rent condos in the state for short- or mid-term tenants might have their decisions made for them by the soaring cost of insurance.&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Soaring Insurance Costs Are a Big Issue<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Because of the volume of new construction in Florida, insurance bills for hurricanes Milton and Helene are expected to be between <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.housingwire.com\/articles\/florida-builds-77000-new-homes-in-high-risk-flood-areas\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">$40 billion and $75 billion<\/span><\/a><span data-preserver-spaces=\"true\">. According to S&amp;P Global, as quoted in the <\/span><em><span data-preserver-spaces=\"true\">Wall Street Journal<\/span><\/em><span data-preserver-spaces=\"true\"> article, home insurance underwriting losses have amassed $32 billion over the last four years.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a class=\"editor-rtfLink\" href=\"https:\/\/www.ironvalleyrealestateoflehighvalley.com\/agent.php?&amp;agentid=1169464\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Rick Matos<\/span><\/a><span data-preserver-spaces=\"true\">, a Realtor and investor from Lehigh Valley, Pennsylvania, owns a condo in Bradenton in Manatee County, on Florida&#8217;s Gulf Coast. Like many Florida condo owners, he leases the condo as a <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/how-to-invest-in-medium-term-rentals\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">mid-term rental<\/span><\/a><span data-preserver-spaces=\"true\"> and uses it as a second home when he wants to escape the frigid Northern winters.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Matos told BiggerPockets that the conversation among Florida property owners is all about insurance. &#8220;<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/insurance-premiums-to-reach-record-highs-in-2024\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Insurance prices have gotten crazy<\/span><\/a><span data-preserver-spaces=\"true\">,\u201d he says. \u201cA big part of it is clearly due to the weather, but also because home prices and construction have increased so much that the rebuild costs have also increased. As a result, those costs are passed on to the tenant struggling to rent.&#8221;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Many insurers need help comprehending Florida&#8217;s thirst for construction amid worsening weather patterns.&nbsp; &#8220;We build in some of the most silly places, knowing what could happen,&#8221; Andrew Siffert, senior meteorologist at insurance broker BMS Group, told the <\/span><em><a class=\"editor-rtfLink\" href=\"https:\/\/www.wsj.com\/finance\/banking\/florida-flood-zones-development-0593cdb9?mod=real-estate_lead_pos3\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Wall Street Journal<\/span><\/a><\/em><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Most insurers are adjusting for the uptick in claims and increasing costs accordingly. <\/span><span data-preserver-spaces=\"true\">&#8220;I <\/span><span data-preserver-spaces=\"true\">project that<\/span> <span data-preserver-spaces=\"true\">there&#8217;s going to<\/span><span data-preserver-spaces=\"true\"> be a spike in insurance across the board.<\/span><span data-preserver-spaces=\"true\"> Even if you didn&#8217;t file a claim, we&#8217;re all in this pool together,&#8221; Brian Wilcox, a commercial insurance agent at Five County Insurance, <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.news4jax.com\/news\/local\/2024\/10\/18\/6-major-property-insurance-companies-outline-future-plans-in-florida-after-back-to-back-hurricanes\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">told a local news station<\/span><\/a><span data-preserver-spaces=\"true\"> in the wake of hurricanes Milton and Helene.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Supply and Demand Still Favors Investors<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Matos says that demand for Florida real estate is so high that he can&#8217;t see investors turning their backs on the state.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">&#8220;It&#8217;s a supply-and-demand situation, along with the land to build on, which Florida still has a lot of,\u201d he says. \u201c So, I don&#8217;t see people suddenly deciding not to invest there, as long as tenants are willing to pay what it takes. The breaking point <\/span><span data-preserver-spaces=\"true\">is going to<\/span><span data-preserver-spaces=\"true\"> be when insurance costs get so high that owner-occupants won&#8217;t be able to afford them.&#8221;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">New Building Codes Are Limiting Damage<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">The new Florida building codes, which mandate a concrete str<\/span><span data-preserver-spaces=\"true\">ucture and conform to a specific design, alleviate many lender, developer, and insurer fears. Its rep, an agent with Serhant, told the <\/span><em><span data-preserver-spaces=\"true\">Wall Street Journal<\/span><\/em><span data-preserver-spaces=\"true\"> that La Linda Estates, which consists of 13 homes priced just below $3 million on Siesta Key near Sarasota, steps from the Gulf of Mexico, suffered minimal damage from Milton&#8217;s direct hit.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">While sturdier construction might protect from high winds, concrete buildings are still prone to flooding, and according to <\/span><em><span data-preserver-spaces=\"true\">WSJ <\/span><\/em><span data-preserver-spaces=\"true\">analysis, Florida leads the nation in developing properties in high-risk flood areas. However, many of the developments are located on the border of <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/real-estate-957\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">flood zones<\/span><\/a><span data-preserver-spaces=\"true\">. Thu<\/span><span data-preserver-spaces=\"true\">s, marketing information could be misleading, and they might not be eligible for flood zone insurance.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Invest With Caution<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">If rents can support the increase in insurance costs\u2014a big &#8220;if&#8221;\u2014such is the demand to live and visit Florida suggests that it still makes sense to invest there, as long as it&#8217;s done sensibly. According to the state&#8217;s strict building codes, that means buying out of flood zones. If this is the case, then Florida will not stop being a good place to invest\u2014at least in the short term.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">The Long-Term Effects of Climate Change on Florida Real Estate<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">The rising cost of insurance is a big unknown in Florida. Although insurers have recently put a brave face on the situation and offered <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.news4jax.com\/news\/local\/2024\/10\/18\/6-major-property-insurance-companies-outline-future-plans-in-florida-after-back-to-back-hurricanes\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">supportive words<\/span><\/a><span data-preserver-spaces=\"true\"> to the real estate industry, they must be wringing their hands behind the scenes. High insurance costs have collided with high interest rates and rising house prices to create a perfect storm of unaffordability.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">&#8220;This current interest-rate environment has exposed the people that know what they&#8217;re doing and those that don&#8217;t,&#8221; Mario Kilifarski, the head of asset management at Fundamental Advisors, a New York-based investor with $3.5 billion in assets, told the<\/span> <em><a class=\"editor-rtfLink\" href=\"https:\/\/www.nytimes.com\/2024\/10\/08\/business\/hurricane-commercial-real-estate-insurance.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">New York Times<\/span><\/a><\/em><span data-preserver-spaces=\"true\"> regarding the recent Florida storms.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Commercial Real Estate in the Crosshairs<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">The first sector to suffer from the cost increase will be <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/commercial-real-estate-investing-for-beginners\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">commercial real estate<\/span><\/a><span data-preserver-spaces=\"true\">, which is already experiencing a torrid time. Apartment building insu<\/span><span data-preserver-spaces=\"true\">rance costs now account for 8% of operating expenses, twice what they did about five years ago, Paul Fiorilla, director of research at data provider Yardi Matrix, said in the same <\/span><em><span data-preserver-spaces=\"true\">Times <\/span><\/em><span data-preserver-spaces=\"true\">article. With rising costs in other areas, Florida landlords have been under more strain than ever in recent years. <\/span><span data-preserver-spaces=\"true\">Once lenders deem the risk <\/span><span data-preserver-spaces=\"true\">as<\/span><span data-preserver-spaces=\"true\"> too great and stop issuing loans<\/span><span data-preserver-spaces=\"true\">, expect seismic changes<\/span><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">&#8220;Insurance pricing has caused deals to come to a <\/span><span data-preserver-spaces=\"true\">halt and has forced deals into foreclosure in some cases,&#8221; Danielle Lombardo, the chair of the real estate, hospitality, and leisure division at Willis Towers Watson, an insurance brokerage, told the <\/span><em><span data-preserver-spaces=\"true\">Times<\/span><\/em><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Though a simple solution is for banks to buy insurance with higher deductibles to reduce the coverage risk or approve policies where the bank gets paid first, banks are unwilling to approve such deals. In such cases, neighborhoods would suffer without factoring in rebuilding costs, and the banks&#8217; collateral would <\/span><span data-preserver-spaces=\"true\">crater<\/span><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Final Thoughts<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Inevitably, something has got to give. In the short term, that could involve renovating and maintaining <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/finding-multifamily-properties\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">multifamily buildings<\/span><\/a><span data-preserver-spaces=\"true\"> while landlords try to stay afloat amid rising costs. Empty office skyscrapers bereft of workers are also pummeling their owners amid stubbornly high interest rates.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">However, this is not Florida&#8217;s first rodeo regarding hurricanes, and the overall trajectory for investment has ascended in recent years. Problems arise in hurricanes, with older buildings built with less demanding construction codes. Since the <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.cbsnews.com\/miami\/news\/surfside-florida-condo-collapse-champlain-towers-south-3-years-later\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Surfside condo collapse<\/span><\/a><span data-preserver-spaces=\"true\"> three years ago, <\/span><span data-preserver-spaces=\"true\">tougher<\/span><span data-preserver-spaces=\"true\"> building codes have ensured buildings can withstand extreme weather<\/span><span data-preserver-spaces=\"true\">. For<\/span><span data-preserver-spaces=\"true\"> investors looking to buy a Florida condo, buying newer rather than older is the <\/span><span data-preserver-spaces=\"true\">prescient<\/span><span data-preserver-spaces=\"true\"> move.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">For smaller investors looking to earn <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/rental-property-cash-flow-analysis\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">cash-flowing<\/span><\/a><span data-preserver-spaces=\"true\"> single-family homes and condos, with the average cost of a <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=Miami-Fort%20Lauderdale-Pompano%20Beach%2C%20FL\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Miami<\/span><\/a><span data-preserver-spaces=\"true\"> home, for example, approaching $600,000, short-term renting seems to be the only game in town to earn cash flow\u2014providing you pay attention to the <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.miamibeachfl.gov\/business\/vacation-short-term-rentals\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">city&#8217;s vacation renting rules<\/span><\/a><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">In other locations in Florida,<\/span><span data-preserver-spaces=\"true\"> due to a <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.newsweek.com\/florida-homeowners-see-resale-value-plunge-multiple-cities-1929959\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">fluctuating housing market<\/span><\/a><span data-preserver-spaces=\"true\">, there might be more wiggle room to strike a deal.<\/span><span data-preserver-spaces=\"true\"> Should interest rates plummet, the potential to earn cash flow increases.
