House flippers have the skills and experience to renovate the dilapidated homes that first-time homebuyers don\u2019t have the resources to upgrade <\/span><span data-preserver-spaces=\"true\">on price.<\/span><span data-preserver-spaces=\"true\">&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">How Have House Flippers Impacted Housing Affordability?<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Jerry O\u2019Reilly, a real estate investor at <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/cashhomebuyerscrew.com\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Cash Home Buyers Crew<\/span><\/a><span data-preserver-spaces=\"true\">, said house flippers have had a dual impact on housing affordability in northeast Ohio. \u201cThe supply of starter homes has expanded, but the prices <\/span><span data-preserver-spaces=\"true\">for these homes<\/span><span data-preserver-spaces=\"true\"> far outstrips qualifying income of potential buyers in this area,\u201d he said in a conversation with BiggerPockets.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">It\u2019s difficult to determine whether <\/span><span data-preserver-spaces=\"true\">the declining affordability of starter homes can be<\/span><span data-preserver-spaces=\"true\"> linked to investor participation in the market <\/span><span data-preserver-spaces=\"true\">directly<\/span><span data-preserver-spaces=\"true\">.<\/span><span data-preserver-spaces=\"true\"> Analysis of <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=New%20York-Newark-Jersey%20City%2C%20NY-NJ-PA\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">New York City<\/span><\/a><span data-preserver-spaces=\"true\"> house flipping activity and housing affordability from the <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/awealthofcommonsense.com\/2021\/05\/did-hgtv-ruin-the-housing-market-for-millennials\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">argues<\/span><\/a><span data-preserver-spaces=\"true\"> that house flipping may have impacted first-time homebuyers <\/span><span data-preserver-spaces=\"true\">in a different and unexpected way<\/span><span data-preserver-spaces=\"true\">: Popular house-flipping shows like those seen on HGTV have set unreasonable expectations for what a first home should look like, leading to higher demand for <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/myths-of-turnkey-investing\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">turnkey homes<\/span><\/a><span data-preserver-spaces=\"true\">\u2014which flippers are happy to provide.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">In any event, the impact of investor activity on home price growth has likely been minimal, according to a <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.freddiemac.com\/research\/insight\/20220609-what-drove-home-price-growth-and-can-it-continue\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">2022 report<\/span><\/a><span data-preserver-spaces=\"true\"> from Freddie Mac, which notes that demographic shifts, low mortgage rates, limited supply, and migration away from cities were the bigger culprits. <\/span><span data-preserver-spaces=\"true\">CoreLogic <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.corelogic.com\/intelligence\/us-home-investor-share-reached-new-high-q4-2023\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">notes<\/span><\/a><span data-preserver-spaces=\"true\"> the relationship between housing affordability and investor activity from 2019 onward hasn\u2019t been consistent, making it difficult to <\/span><span data-preserver-spaces=\"true\">draw a conclusion<\/span><span data-preserver-spaces=\"true\"> about<\/span><span data-preserver-spaces=\"true\"> cause and effect.<\/span><span data-preserver-spaces=\"true\">&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Is House Flipping Still Profitable for Investors?<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">If house flipping does have a role to play in increasing the supply of starter homes, is it profitable enough to motivate investor flipping activity? O\u2019Reilly said it\u2019s not, at least in relative terms, explaining: \u201cI\u2019m now moving to buying and <\/span><span data-preserver-spaces=\"true\">then<\/span><span data-preserver-spaces=\"true\"> reselling after two years to qualify for federal tax protection on <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/capital-gains-tax\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">capital gains<\/span><\/a><span data-preserver-spaces=\"true\">. Current margins are much lower than 2008, dramatically so.\u201d<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">ATTOM <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.attomdata.com\/news\/most-recent\/q3-2024-home-flipping-report\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">data<\/span><\/a><span data-preserver-spaces=\"true\"> show the gross profit margin for the typical flip is trending downward. In the third quarter of 2024, the median investor purchase price was $245,000 and generated $70,250 in gross profit, meaning only a 28.7% gross profit margin before expenses. That\u2019s down from a 48.8% gross profit margin as recently as 2020. Returns were particularly low in <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=Austin-Round%20Rock-Georgetown%2C%20TX\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Austin, Texas<\/span><\/a><span data-preserver-spaces=\"true\">; <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=Urban%20Honolulu%2C%20HI\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Honolulu<\/span><\/a><span data-preserver-spaces=\"true\">; <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=Houston-The%20Woodlands-Sugar%20Land%2C%20TX\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Houston<\/span><\/a><span data-preserver-spaces=\"true\">; and <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=San%20Antonio-New%20Braunfels%2C%20TX\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">San Antonio<\/span><\/a><span data-preserver-spaces=\"true\">.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">But flippers are still earning a worthwhile profit in affordable cities poised for growth. Gross returns were high in <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=Pittsburgh%2C%20PA\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Pittsburgh<\/span><\/a><span data-preserver-spaces=\"true\"> and <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=Cleveland-Elyria%2C%20OH\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Cleveland<\/span><\/a><span data-preserver-spaces=\"true\">, for example. And raw profits remain high in notoriously pricey markets like <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/markets?market=San%20Francisco-Oakland-Berkeley%2C%20CA\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">San Francisco<\/span><\/a><span data-preserver-spaces=\"true\"> and New York.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">For newbie investors, however, <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/business\/finder\/lenders\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">financing<\/span><\/a><span data-preserver-spaces=\"true\"> is a challenge in today\u2019s high-interest rate environment. In the third quarter of 2024, almost two-thirds of flips were cash-only purchases, according to ATTOM.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a class=\"editor-rtfLink\" href=\"https:\/\/realestatebees.com\/profile\/doug-perry\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Doug Perry,<\/span><\/a><span data-preserver-spaces=\"true\"> strategic financing advisor at Real Estate Bees, told BiggerPockets there are financing options for investors who can\u2019t pay in cash<\/span><span data-preserver-spaces=\"true\">, but they<\/span><span data-preserver-spaces=\"true\"> shouldn\u2019t expect any flip to be easy. \u201cHouse flipping remains a popular and profitable real estate investment, although it isn&#8217;t as simple or quick as the TV shows make it appear,\u201d he added.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Perry said investors can acquire a property with only a 10% <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/down-payment\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">down payment<\/span><\/a><span data-preserver-spaces=\"true\"> and finance 100% of the rehab budget if they can show the lender the project is likely <\/span><span data-preserver-spaces=\"true\">to be<\/span><span data-preserver-spaces=\"true\"> profitable, adding: \u201cThese loans don&#8217;t use the typical means of income qualifying. The loan <\/span><span data-preserver-spaces=\"true\">is based<\/span><span data-preserver-spaces=\"true\"> on the projected profitability of the project itself and the borrower&#8217;s capacity to complete the project, including a credit check and a background check.\u201d&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">These loans also typically have 12-month terms and require a personal guarantee, so it\u2019s key to have a good plan and move quickly and efficiently.&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">What Policies Would Encourage House Flippers to Add to the Affordable Housing Stock?<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Ernst outlines a few policies that would encourage investors to revitalize the existing housing stock. He said such policies should encourage:<\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><span data-preserver-spaces=\"true\">House flipping in <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.irs.gov\/credits-deductions\/businesses\/opportunity-zones\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">opportunity zones<\/span><\/a><span data-preserver-spaces=\"true\"> by categorizing investor profits for local flips as capital gains for <\/span><span data-preserver-spaces=\"true\">the purpose of<\/span><span data-preserver-spaces=\"true\"> taxation.<\/span><\/li>\n\n\n\n<li><span data-preserver-spaces=\"true\">Government-sponsored enterprises (Fannie Mae, Freddie Mac) to include house-flipping loan products in their <\/span><span data-preserver-spaces=\"true\">portfolios<\/span><\/li>\n\n\n\n<li><span data-preserver-spaces=\"true\">The Small Business Administration (SBA) to design a small business loan product for house flipping<\/span><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Tax abatements and exemptions can also be effective. <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/localhousingsolutions.org\/housing-policy-library\/tax-abatements-or-exemptions\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Several cities<\/span><\/a><span data-preserver-spaces=\"true\"> offer tax incentives for the redevelopment of <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/finding-multifamily-properties\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">multifamily<\/span><\/a><span data-preserver-spaces=\"true\"> properties that meet <\/span><span data-preserver-spaces=\"true\">certain<\/span><span data-preserver-spaces=\"true\"> affordability standards, and similar programs for single-family homes could encourage house flippers to meet the needs of <\/span><span data-preserver-spaces=\"true\">local<\/span><span data-preserver-spaces=\"true\"> residents.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">O\u2019Reilly has seen firsthand the effects of such a policy in <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.akronohio.gov\/departments\/planning_urban_development\/residential_tax_abatement.php\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Akron, Ohio<\/span><\/a><span data-preserver-spaces=\"true\">: \u201cFormer abandoned homes are now either rentals or single-family dwellings. The major impetus for this was the change in the local tax code that allowed a 15-year property tax moratorium on new builds on vacant lots and structural improvements on current homes. <\/span><span data-preserver-spaces=\"true\">This tax break can be passed on<\/span><span data-preserver-spaces=\"true\"> to new buyers.\u201d<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">How Investors Can Find Affordable and Profitable Flips<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">O\u2019Reilly starts by selecting a neighborhood and getting to know the area and its residents. Then, he selects an individual property with certain desirable features to maximize profits. \u201cI target homes adjacent to well-kept houses, places within walking distance to quality retail, and homes with easy access to public transportation and commuter routes,\u201d he told BiggerPockets.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Keeping an eye on <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/new-data-spells-out-the-key-factors-driving-migration-trends\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">migration trends<\/span><\/a><span data-preserver-spaces=\"true\"> and <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/corporate-hq-relocations-could-signal-next-real-estate-boomtowns\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">corporate relocations<\/span><\/a><span data-preserver-spaces=\"true\"> may help you identify areas where housing demand is increasing.
