No department is immune, including the Department of Housing and Urban Development (HUD), which, among other duties, administers Section 8 housing vouchers to public housing agencies (PHAs).&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">In the face of Texas-based Musk&#8217;s impending chainsaw massacre, the Trump-appointed HUD Secretary Scott Turner<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/x.com\/hudgov\/status\/1890119249877954989?s=46\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> put out a video<\/span><\/a><span data-preserver-spaces=\"true\"> saying the DOGE taskforce at HUD has identified $260 million in cuts and counting. Said Turner, a former NFL player and motivational speaker who worked at a Trump-allied think tank:<\/span><\/p>\n\n\n\n<p><em><span data-preserver-spaces=\"true\">&#8220;I&#8217;m happy to announce the DOGE task force here at HUD. We will be very detailed and deliberate about every dollar spent <\/span><span data-preserver-spaces=\"true\">in<\/span><span data-preserver-spaces=\"true\"> serving tribal, rural, and urban communities across America. We will identify and eliminate all waste, fraud, and abuse.&#8221;<\/span><\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Landlords Are on Edge<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">For investors and developers who lean on the federal government to fund inner-city projects and help with rentals, <\/span><span data-preserver-spaces=\"true\">there could be some seismic changes<\/span><span data-preserver-spaces=\"true\"> ahead.<\/span><span data-preserver-spaces=\"true\"> In addition to overseeing housing vouchers, HUD provides funding to house <\/span><span data-preserver-spaces=\"true\">the homeless<\/span><span data-preserver-spaces=\"true\">, help lower-income families buy homes, and fund the construction and repairs of affordable housing.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">According to<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.governing.com\/community\/if-congress-cuts-section-8-housing-these-states-will-suffer\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> Governing.com<\/span><\/a><span data-preserver-spaces=\"true\">, 2.3 million low-income families currently use housing vouchers. Public assistance programs have long been in the crosshairs of the Republican Party, and the recent temporary freeze on federal funding has caused problems for housing agencies and landlords.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Georgi Banna, general counsel for the National Association of Housing and Redevelopment Officials (NAHRO), stated that since the pause, landlords have been on edge, worried <\/span><span data-preserver-spaces=\"true\">if<\/span><span data-preserver-spaces=\"true\"> they would receive their money. &#8220;That&#8217;s a crack in the trust a little bit between HUD and the housing authorities, and between the housing authorities and the landlords,&#8221; he told<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.governing.com\/urban\/housing-assistance-is-facing-cuts-state-and-local-agencies-are-preparing\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> Governing.com<\/span><\/a><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">50% of HUDs Workforce Could Be Laid Off<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">In February, DOGE<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/nypost.com\/2025\/02\/14\/us-news\/doge-says-it-dug-up-another-1-9-billion-in-taxpayer-money-misplaced-by-biden-admin\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> announced<\/span><\/a><span data-preserver-spaces=\"true\"> that it had de-obligated $1.9 billion in HUD funds <\/span><span data-preserver-spaces=\"true\">it<\/span><span data-preserver-spaces=\"true\"> says were earmarked unnecessarily by the previous administration.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">If reports are to <\/span><span data-preserver-spaces=\"true\">be believed<\/span><span data-preserver-spaces=\"true\">, the Trump administration could lay off as much as<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.npr.org\/2025\/02\/14\/g-s1-49177\/hud-employees-are-bracing-for-what-they-hear-will-be-drastic-staff-cuts\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> 50% of HUD&#8217;s workforce<\/span><\/a><span data-preserver-spaces=\"true\">, disrupting or disqualifying many Section 8 tenants and possibly increasing homelessness.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">The National Low Income Housing Coalition<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/nlihc.org\/news\/nlihc-statement-trump-administrations-directive-terminate-half-all-hud-staff\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> wrote on its website<\/span><\/a><span data-preserver-spaces=\"true\">:<\/span><\/p>\n\n\n\n<p><em><span data-preserver-spaces=\"true\">&#8220;Terminating HUD staff will make it significantly harder for states and communities to access the congressionally approved federal investments needed to address their most pressing housing and homelessness challenges. As a direct consequence, homeless shelters will close their doors; communities will stop construction on new projects to build housing and community centers; households receiving rental assistance will face immediate rent increases and evictions; and communities, families, and small businesses impacted by disasters will be unable to rebuild.&#8221;<\/span><\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Staff Cuts Could Slow Down Section 8 Payments<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">Although all states use Section 8 vouchers, those with the most concentrated use are New York, Massachusetts, and Washington, D.C., according to HUD statistics quoted by Governing.com <\/span><span data-preserver-spaces=\"true\">The<\/span><span data-preserver-spaces=\"true\"> tenants themselves have <\/span><span data-preserver-spaces=\"true\">protections,<\/span><span data-preserver-spaces=\"true\"> so long as they pay their portion of the rent according to their lease agreements, but the long-term disruption to the program might cause some landlords to sell their properties or drop out of the program and rent to non-Section<\/span><span data-preserver-spaces=\"true\"> 8 <\/span><span data-preserver-spaces=\"true\">tenants if it proves to be problematic to deal with a reduced federal workforce.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Many <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/section-8-housing-will-be-in-high-demand-for-years-to-come\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Section 8 landlords<\/span><\/a><span data-preserver-spaces=\"true\"> are already frustrated with the red tape and officious inspectors within the HUD system. Georgi Banna told the <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.yahoo.com\/news\/trump-administration-looks-slash-hud-164221126.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Associated Press<\/span><\/a><span data-preserver-spaces=\"true\"> that cuts to Public and Indian Housing staff could slow down payments for Section 8 vouchers.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">&#8220;This program only works well when landlords are involved,&#8221; Banna added. &#8220;Without landlords, this program can&#8217;t exist.&#8221;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">&#8220;Even a short pause in funding could cause significant harm to low-income families and their communities,&#8221; National Low Income Housing Coalition Interim <\/span><span data-preserver-spaces=\"true\">president<\/span><span data-preserver-spaces=\"true\"> and CEO Renee Willis said on its<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/nlihc.org\/news\/nlihc-statement-trump-administrations-decision-freeze-federal-grants-and-loans\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> website<\/span><\/a><span data-preserver-spaces=\"true\">. &#8220;The longer the freeze continues, the greater the risk that low-income households receiving federal rental assistance could face eviction, and in the worst cases, homelessness, homeless shelters may <\/span><span data-preserver-spaces=\"true\">be forced<\/span><span data-preserver-spaces=\"true\"> to close their doors, and nonprofit organizations may have to lay off staff.&#8221;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">FHA Loans Could Be Affected<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">One of the easiest ways for fledgling landlords to get on the property ladder has been through FHA loans. Buying a small <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/finding-multifamily-properties\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">multifamily<\/span><\/a><span data-preserver-spaces=\"true\"> building of two to four units, using an FHA loan, and allowing for a 3.5% down payment is an effective way to <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/house-hacking\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">house hack<\/span><\/a><span data-preserver-spaces=\"true\"> before rinsing and repeating to build a portfolio. The Office of Housing, which oversees the FHA (Federal Housing Administration), could face a 44% cut in staff\u2014a loss of 1,000 employees.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">&#8220;There are going to be consequences <\/span><span data-preserver-spaces=\"true\">all the way<\/span><span data-preserver-spaces=\"true\"> across the board,&#8221; said Antonio Gaines, who&#8217;s worked at HUD for over two decades and is president of AFGE National Council 222, which represents HUD workers.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">On X, Turner said the department will prioritize &#8220;the critical role FHA plays in the mortgage market.&#8221;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Final Thoughts<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">Landlords who rent extensively to Section 8 tenants may need to start exploring their options. If the last month has taught us anything, <\/span><span data-preserver-spaces=\"true\">it&#8217;s that<\/span><span data-preserver-spaces=\"true\"> nothing is off the table. Just because Section 8 might have been a steady source of income for landlords for years doesn&#8217;t mean it will continue to be.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Although housing vouchers were <\/span><span data-preserver-spaces=\"true\">originally<\/span><span data-preserver-spaces=\"true\"> a Republican-supported plan meant to disperse low-income residents out of housing projects and into other neighborhoods filled with private landlords, it has ultimately <\/span><span data-preserver-spaces=\"true\">been centered<\/span><span data-preserver-spaces=\"true\"> around lower-income neighborhoods. It has also garnered a reputation for attracting bad tenants\u2014or overwhelming red tape and onerous inspections. <\/span><span data-preserver-spaces=\"true\">This<\/span><span data-preserver-spaces=\"true\"> has led many landlords to avoid offering Section 8 vouchers, even before the current administration&#8217;s plans to reshape HUD and possibly limit welfare programs.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">An analysis by the Furman Center for Real Estate and Urban Policy at New York University found that in 2022, <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/furmancenter.org\/stateofthecity\/view\/the-use-of-housing-choice-vouchers-in-new-york-city\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">nearly half of households<\/span><\/a><span data-preserver-spaces=\"true\"> awarded housing vouchers could not use them.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">The situation has only worsened for prospective tenants. From 2018 to 2022, the share of families unable to use their vouchers increased from 35% to 45%, according to the study.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">&#8220;It&#8217;s a dire situation,&#8221; Ingrid Gould Ellen, director of the Furman Center and one of the study&#8217;s authors, told<\/span> <em><a class=\"editor-rtfLink\" href=\"https:\/\/www.usatoday.com\/story\/news\/investigations\/2024\/08\/13\/federal-housing-vouchers-fail-low-income-families\/74499904007\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">USA Today<\/span><\/a><\/em><span data-preserver-spaces=\"true\">. &#8220;That after winning the lottery, essentially, and getting this voucher, many of them may be searching and searching and unsuccessful.
