That glut of new supply, coupled with fears over trade war-induced inflation and recession, has caused rents to slow, stall, or even drop in 2025.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">In fact,<\/span><span data-preserver-spaces=\"true\"> 73 cities across the country have seen rents fall in the first five months of the year. Here\u2019s where they are, a deeper dive into what\u2019s causing rents to fall, and the outlook for rents moving forward.&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Cities With Falling Rents<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">With a few exceptions, cities with falling rents have <\/span><span data-preserver-spaces=\"true\">mostly<\/span><span data-preserver-spaces=\"true\"> clustered in the <\/span><span data-preserver-spaces=\"true\">Sunbelt<\/span><span data-preserver-spaces=\"true\">, Northeast, and Midwest.<\/span><span data-preserver-spaces=\"true\">&nbsp;<\/span><\/p>\n\n\n<p><iframe title=\"Cities with Falling Rents in 2025\" aria-label=\"Map\" id=\"datawrapper-chart-MQnEx\" src=\"https:\/\/datawrapper.dwcdn.net\/MQnEx\/2\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"510\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r,i=0;r=e[i];i++)if(r.contentWindow===a.source){var d=a.data[\"datawrapper-height\"][t]+\"px\";r.style.height=d}}}))}();\n<\/script><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">While all real estate is local, the nationwide trend has certainly <\/span><span data-preserver-spaces=\"true\">moved<\/span><span data-preserver-spaces=\"true\"> in <\/span><span data-preserver-spaces=\"true\">renters\u2019 favor<\/span><span data-preserver-spaces=\"true\">.<\/span> <span data-preserver-spaces=\"true\">On<\/span><span data-preserver-spaces=\"true\"> its <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.zillow.com\/rental-manager\/market-trends\/united-states\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Rent Manager<\/span><\/a><span data-preserver-spaces=\"true\"> overview, Zillow now <\/span><span data-preserver-spaces=\"true\">shows<\/span><span data-preserver-spaces=\"true\"> the average rent nationwide has dropped by $30 over the last year.<\/span><span data-preserver-spaces=\"true\">&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Softening rental markets can <\/span><span data-preserver-spaces=\"true\">ding<\/span><span data-preserver-spaces=\"true\"> investors in other ways<\/span><span data-preserver-spaces=\"true\">, too<\/span><span data-preserver-spaces=\"true\">.<\/span> <span data-preserver-spaces=\"true\">Often, property managers <\/span><span data-preserver-spaces=\"true\">have to<\/span><span data-preserver-spaces=\"true\"> offer incentives to <\/span><span data-preserver-spaces=\"true\">lure<\/span><span data-preserver-spaces=\"true\"> new renters and <\/span><span data-preserver-spaces=\"true\">keep<\/span><span data-preserver-spaces=\"true\"> occupancy <\/span><span data-preserver-spaces=\"true\">strong<\/span><span data-preserver-spaces=\"true\">.<\/span>&nbsp;<span data-preserver-spaces=\"true\"><span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">While most of the&nbsp;<a href=\"https:\/\/www.biggerpockets.com\/blog\/finding-multifamily-properties\" target=\"_blank\" rel=\"noopener\">multifamily<\/a> investments we\u2019ve gone in on through the co-investing club have avoided it, we have seen a couple of properties that have had to boost incentives.<\/span>&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">For reference, here are the 20 cities where rents have fallen the most in 2025:<\/span><\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>City<\/strong><\/td><td><strong>Average Rent<\/strong><\/td><td><strong>2025 Rent Decline<\/strong><\/td><\/tr><tr><td>1. Mount Vernon, WA<\/td><td>$2,161<\/td><td>-2.42%<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">What\u2019s Causing Rents to Drop?<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">Markets move in cycles, and rents surged after the pandemic, <\/span><span data-preserver-spaces=\"true\">after remaining<\/span><span data-preserver-spaces=\"true\"> artificially <\/span><span data-preserver-spaces=\"true\">locked<\/span><span data-preserver-spaces=\"true\"> due to eviction moratoriums.<\/span><span data-preserver-spaces=\"true\"> That post-pandemic surge has slowed to a trickle in 2025, and a drought <\/span><span data-preserver-spaces=\"true\">in<\/span><span data-preserver-spaces=\"true\"> many markets.&nbsp;<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Glut<\/span><span data-preserver-spaces=\"true\"> of new supply<\/span><\/h3>\n\n\n\n<p><span data-preserver-spaces=\"true\">As <\/span><span data-preserver-spaces=\"true\">touched upon<\/span><span data-preserver-spaces=\"true\">, some markets <\/span><span data-preserver-spaces=\"true\">got<\/span><span data-preserver-spaces=\"true\"> flooded with new rental inventory.<\/span><span data-preserver-spaces=\"true\"> Housing starts for multifamily properties reached a monthly low of <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/fred.stlouisfed.org\/series\/HOUST5F\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">233 in April 2020<\/span><\/a><span data-preserver-spaces=\"true\">, at \u201cpeak pandemic panic.\u201d Over the next two years, they nearly tripled to 615 by November 2022.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Many of <\/span><span data-preserver-spaces=\"true\">those<\/span><span data-preserver-spaces=\"true\"> projects completed in 2024 are coming onto the market <\/span><span data-preserver-spaces=\"true\">now<\/span><span data-preserver-spaces=\"true\"> in 2025.<\/span><span data-preserver-spaces=\"true\">&nbsp;<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Softening labor market<\/span><\/h3>\n\n\n\n<p><span data-preserver-spaces=\"true\">As of this writing, the latest <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.dol.gov\/newsroom\/releases\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Labor Department data<\/span><\/a> <span data-preserver-spaces=\"true\">saw<\/span><span data-preserver-spaces=\"true\"> the four-week moving average of jobless claims reach <\/span><span data-preserver-spaces=\"true\">the<\/span><span data-preserver-spaces=\"true\"> highest level since August 2023.<\/span><span data-preserver-spaces=\"true\">&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Fewer employers are hiring, and fewer workers are quitting. <\/span><span data-preserver-spaces=\"true\">There\u2019s<\/span><span data-preserver-spaces=\"true\"> so much uncertainty in the economy <\/span><span data-preserver-spaces=\"true\">between<\/span> <a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/forums\/48\/topics\/1237899-the-hidden-impact-of-tariffs-on-real-estate-are-you-prepared\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">trade wars, tariffs, and <\/span><span data-preserver-spaces=\"true\">wild<\/span><span data-preserver-spaces=\"true\"> public policy swings<\/span><\/a><span data-preserver-spaces=\"true\"> in Washington, D.C. that employers and employees alike are treading carefully.<\/span><span data-preserver-spaces=\"true\">&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Less confident workers <\/span><span data-preserver-spaces=\"true\">make<\/span><span data-preserver-spaces=\"true\"> more conservative renters, who are less willing to splurge on higher rents.&nbsp;<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Consumer spending pullback<\/span><\/h3>\n\n\n\n<p><span data-preserver-spaces=\"true\">It forms a broader trend of consumers pulling back in general. Everyone appears to be holding their breath, waiting to see what comes next. And in doing so, they\u2019re spending less and hoarding more cash.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">While it\u2019s hard to measure \u201cvibes,\u201d the <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.sca.isr.umich.edu\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Consumer Confidence Index<\/span><\/a><span data-preserver-spaces=\"true\"> fell 11.3% from June 2024 to June 2025.&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Implications for Income Investors<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">Kapil Singla, an investor with <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.brightfuturehomebuyers.com\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Bright Future Home Buyers<\/span><\/a><span data-preserver-spaces=\"true\"> in Birmingham, tells BiggerPockets that even slight rent drops mean tenants have more negotiating power and time to review listings. \u201cFor investors, it is a clear market signal to review pricing, boost unit appeal, and position yourself as the best option nearby,\u201d he adds.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">I wrote earlier this month about <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/141-markets-where-home-prices-are-falling-june-2025\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">cities where home prices are falling<\/span><\/a><span data-preserver-spaces=\"true\">. Falling rents put even more downward pressure on rental property prices, which creates room for negotiating deep discounts with desperate sellers.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">\u201cWhen rents soften, sellers get more flexible, and buyers can secure better deals,\u201d adds Austin Glanzer of <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.717homebuyers.com\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">717HomeBuyer<\/span><\/a><span data-preserver-spaces=\"true\"> in a conversation with BiggerPockets. \u201cIt\u2019s a great time to scour for underpriced properties and add value through renovations.\u201d<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">That proves doubly true if you believe inflation will rear up again due to incoming tariffs. Rental investors can lock in monthly loan payments in today\u2019s dollars, only to have inflation drive rents up over the next few years.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">James Heller with <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.theatlasportfolio.com\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">The Atlas Portfolio<\/span><\/a><span data-preserver-spaces=\"true\"> in Cincinnati recommends investors not <\/span><span data-preserver-spaces=\"true\">just<\/span><span data-preserver-spaces=\"true\"> seek out great deals but <\/span><span data-preserver-spaces=\"true\">to<\/span><span data-preserver-spaces=\"true\"> also add revenue<\/span><span data-preserver-spaces=\"true\">.<\/span><span data-preserver-spaces=\"true\"> \u201cLook for properties with room for strategic upgrades,\u201d he advised when speaking to BiggerPockets.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">That could mean <\/span><span data-preserver-spaces=\"true\">value-add<\/span><span data-preserver-spaces=\"true\"> renovations, of course, but it could also mean adding an <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/accessory-dwelling-units-explained\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">ADU<\/span><\/a><span data-preserver-spaces=\"true\"> or splitting one property into two units.<\/span> <span data-preserver-spaces=\"true\">It could mean switching from a long-term rental to a <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/short-term-rental-investing\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">short-term<\/span><\/a><span data-preserver-spaces=\"true\"> or <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/how-to-invest-in-medium-term-rentals\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">medium-term rental<\/span><\/a><span data-preserver-spaces=\"true\"> or <\/span><span data-preserver-spaces=\"true\">some<\/span><span data-preserver-spaces=\"true\"> other creative <\/span><span data-preserver-spaces=\"true\">way<\/span><span data-preserver-spaces=\"true\"> to generate more income from the same property.<\/span><span data-preserver-spaces=\"true\">&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">At the co-investing club, we\u2019ve vetted and invested in <\/span><span data-preserver-spaces=\"true\">some<\/span><span data-preserver-spaces=\"true\"> group deals where the operator added value even more <\/span><span data-preserver-spaces=\"true\">creatively<\/span><span data-preserver-spaces=\"true\">.<\/span><span data-preserver-spaces=\"true\"> For example, last month, we invested in two property tax abatement deals, where operators partnered with local municipalities to set aside a percentage of the units for affordable housing. <\/span><span data-preserver-spaces=\"true\">In exchange, they <\/span><span data-preserver-spaces=\"true\">got<\/span><span data-preserver-spaces=\"true\"> a property tax abatement that instantly added six figures <\/span><span data-preserver-spaces=\"true\">in<\/span><span data-preserver-spaces=\"true\"> net operating income.<\/span><span data-preserver-spaces=\"true\">&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">What\u2019s the Outlook for Future Rents?<\/span><\/h2>\n\n\n\n<p><span data-preserver-spaces=\"true\">The flood of new rental units hitting the market over the last two years is about to ease. <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.yardi.com\/news\/press-releases\/multifamily-supply-holds-steady-in-yardi-matrix-forecast\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Yardi<\/span><\/a><span data-preserver-spaces=\"true\"> projects far fewer new units <\/span><span data-preserver-spaces=\"true\">hitting<\/span><span data-preserver-spaces=\"true\"> the market in 2026 and 2027 than in 2022-2025.<\/span><span data-preserver-spaces=\"true\"> Likewise, <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.cbre.com\/insights\/books\/us-real-estate-market-outlook-2025\/multifamily\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">CBRE<\/span><\/a><span data-preserver-spaces=\"true\"> sees the same slowing of new supply and retightening of rental markets. Check out their timelines for recovery for these major cities with negative rent growth:<\/span><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/www.biggerpockets.com\/blog\/wp-content\/uploads\/2025\/06\/us-real-estate-market-outlook-2025-figure-14.png\" alt=\"\" class=\"wp-image-183462\" title=\"\"><figcaption class=\"wp-element-caption\"><a href=\"https:\/\/www.cbre.com\/insights\/books\/us-real-estate-market-outlook-2025\/multifamily\" target=\"_blank\" rel=\"noreferrer noopener\">CBRE<\/a><\/figcaption><\/figure>\n\n\n\n<p><span data-preserver-spaces=\"true\">Circling back to multifamily housing starts, they dropped to 316 in May.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">In short, rents <\/span><span data-preserver-spaces=\"true\">appear to be<\/span><span data-preserver-spaces=\"true\"> bottoming out right about now <\/span><span data-preserver-spaces=\"true\">nationwide<\/span><span data-preserver-spaces=\"true\">.<\/span> <a class=\"editor-rtfLink\" href=\"https:\/\/www.zillow.com\/research\/cpi-forecast-2025-may-35248\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Zillow<\/span><\/a><span data-preserver-spaces=\"true\"> projects total rent growth in 2025 at 2.8% for single-family homes and 1.6% for multifamily. Meanwhile, CBRE forecasts total rent growth at a 2.6% annual rate by the end of 2025.<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Soft rental markets create opportunities and bargains for investors. <\/span><span data-preserver-spaces=\"true\">In the co-investing club, we continue <\/span><span data-preserver-spaces=\"true\">meeting<\/span><span data-preserver-spaces=\"true\"> every month to vet new deals and <\/span><span data-preserver-spaces=\"true\">go<\/span><span data-preserver-spaces=\"true\"> into them together.<\/span> <span data-preserver-spaces=\"true\">It\u2019s a core part of my investing philosophy <\/span><span data-preserver-spaces=\"true\">of<\/span> <a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/dollar-cost-average-real-estate\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">dollar-cost averaging<\/span><\/a><span data-preserver-spaces=\"true\">: I invest $5,000 in a new real estate <\/span><span data-preserver-spaces=\"true\">deal<\/span>&nbsp;<span data-preserver-spaces=\"true\">every single month.<\/span><span data-preserver-spaces=\"true\"> That helps me earn high returns over time, even when other investors <\/span><span data-preserver-spaces=\"true\">hem and haw<\/span><span data-preserver-spaces=\"true\"> and fret over the headlines.&nbsp;&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Don\u2019t expect rents to skyrocket like they did in 2022 and 2023, but don\u2019t expect them to fall in most markets <\/span><span data-preserver-spaces=\"true\">either<\/span><span data-preserver-spaces=\"true\">. Gradually, the glut of supply will <\/span><span data-preserver-spaces=\"true\">get<\/span><span data-preserver-spaces=\"true\"> absorbed over the next two years, and most rental markets should stabilize by the end of this year.&nbsp;<\/span><\/p>\n\n\n\n<p><span data-preserver-spaces=\"true\">Through it all, I plan to keep investing small amounts every month as one more member of an investment club.<\/span><\/p>\n\n\n","protected":false},"excerpt":{"rendered":"<p>Developers built nearly 600,000 apartment units last year, setting a new record.
