Now the states are fighting back.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Despite the importance of property taxes in generating funds for schools, roads, and essential services such as fire prevention for local governments, a tipping point of unaffordability for residents has <\/span><span data-preserver-spaces=\"true\">tilted the scales<\/span><span data-preserver-spaces=\"true\">, causing states to take action.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">It follows five years of consistent real estate tax increases of almost 30% nationwide, according to brokerage<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.redfin.com\/news\/property-tax-homebuyer-increase-florida\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> Redfin<\/span><\/a><span data-preserver-spaces=\"true\">, to a monthly median of $250. Now,<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.realtor.com\/advice\/finance\/states-eliminate-property-tax\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> Realtor.com<\/span><\/a><span data-preserver-spaces=\"true\"> reports that Florida, Illinois, Kansas, Montana, North Dakota, Pennsylvania, and Tennessee are some of the states considering repeals and reforms.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">A Fine Line<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Trimming taxes while ensuring local governments <\/span><span data-preserver-spaces=\"true\">are adequately funded<\/span><span data-preserver-spaces=\"true\"> is a fine line.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">&#8220;The affordability benefits to homeowners of reducing property tax rates as property tax values increase are great,&#8221; Susan Wachter, Albert Sussman Professor of Real Estate and Finance, and co-director of the Penn Institute for Urban Research, told<\/span> <em><a class=\"editor-rtfLink\" href=\"https:\/\/www.newsweek.com\/map-property-tax-repeal-reform-2110266\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Newsweek<\/span><\/a><\/em><span data-preserver-spaces=\"true\">. &#8220;This can be done while keeping tax revenues needed for local expenses constant. Cutting more than this imposes real costs, either in lost community services or in the need to raise other taxes.&#8221;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">A State-by-State Breakdown<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Here\u2019s a look at what\u2019s going on in these places.&nbsp;<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Florida<\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Florida, which recently<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.flgov.com\/eog\/news\/press\/2025\/governor-desantis-signs-legislation-delivering-relief-condo-owners\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> approved a bill<\/span><\/a><span data-preserver-spaces=\"true\"> to help lower homeowners association (HOA) costs for condo owners, has made headlines for being the first state to propose eliminating property taxes <\/span><span data-preserver-spaces=\"true\">altogether<\/span><span data-preserver-spaces=\"true\">, replacing them with a sales tax,<\/span> <em><a class=\"editor-rtfLink\" href=\"https:\/\/www.wsj.com\/us-news\/florida-state-property-tax-home-prices-2ab0e932?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">The Wall Street Journal<\/span><\/a><\/em><span data-preserver-spaces=\"true\"> reported. Governor DeSantis first brought up the topic in February, writing on his<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/x.com\/GovRonDeSantis\/status\/1890183522037461393\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> X account<\/span><\/a><span data-preserver-spaces=\"true\">:&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><span data-preserver-spaces=\"true\">&#8220;Property taxes are local, not state. So we&#8217;d need to do a constitutional amendment (requires 60% of voters to approve) to eliminate them (which I would support) or even to reform\/lower the<\/span><span data-preserver-spaces=\"true\">m\u2026 <\/span><span data-preserver-spaces=\"true\">We should put the boldest amendment on the ballot that has a chance of getting that 60<\/span><span data-preserver-spaces=\"true\">%\u2026 <\/span><span data-preserver-spaces=\"true\">I agree that taxing land\/property is the more oppressive and ineffective form of taxation.&#8221;<\/span><\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Idaho<\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Property tax relief is a reality in Idaho after a <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/idahocapitalsun.com\/2025\/03\/17\/help-with-housing-idaho-senate-passes-property-tax-reduction-bill\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">March vote from the Idaho Senate<\/span><\/a><span data-preserver-spaces=\"true\">. Following the signing of a bill, which directs $100 million in relief to property taxpayers, Governor Brad Little said in a<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/gov.idaho.gov\/pressrelease\/gov-little-signs-100-million-property-tax-relief-public-school-funding-bill\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> press release<\/span><\/a><span data-preserver-spaces=\"true\">:<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><span data-preserver-spaces=\"true\">&#8220;America wants what Idaho has: safe communities, strong schools, and a bustling economy that offers tremendous opportunities for our people to prosper. I am proud to join the dedicated leaders of the Idaho House and Senate for the signing of this important bill today.&#8221;<\/span><\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Illinois<\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><a class=\"editor-rtfLink\" href=\"https:\/\/www.ilga.gov\/Legislation\/BillStatus?DocNum=1862&amp;GAID=18&amp;DocTypeID=SB&amp;SessionID=114&amp;GA=104\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Bill 1862<\/span><\/a><span data-preserver-spaces=\"true\">, currently being considered in the Illinois Senate, proposes a tax cut for homeowners who have lived in their property for 30 years or more.&nbsp;<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Kansas<\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">A proposed bill includes a citizens&#8217; board to evaluate property tax exemptions. However, this bill <\/span><span data-preserver-spaces=\"true\">is currently stalled<\/span><span data-preserver-spaces=\"true\"> after lawmakers were<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/thebeaconnews.org\/stories\/2025\/04\/15\/lawmakers-adjourn-without-major-kansas-property-tax-relief\/#:~:text=Thompson%20and%20other%20Republicans%20are,Laura%20Kelly.\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> unable to reach an agreement<\/span><\/a><span data-preserver-spaces=\"true\"> in April.<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Montana<\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><a class=\"editor-rtfLink\" href=\"https:\/\/www.mtcounties.org\/news\/legislative-updates\/hb-231-sb-542-summary-of-property-tax-changes-2025\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">House Bill 231 and Senate Bill 542<\/span><\/a><span data-preserver-spaces=\"true\"> passed property tax relief for homeowners, shifting the burden to second homeowners with high-value vacation homes.&nbsp;<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">North Dakota<\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">North Dakota&#8217;s primary residence tax credit has <\/span><span data-preserver-spaces=\"true\">been tripled<\/span><span data-preserver-spaces=\"true\"> thanks to<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.governor.nd.gov\/news\/updated-armstrong-signs-historic-property-tax-relief-and-reform-package-north-dakota\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> the reform and relief package<\/span><\/a><span data-preserver-spaces=\"true\"> passed in May. Governor Kelly Armstrong, who passed the bill, has grander ambitions: seeking to <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/north-dakota-ap-republican-legislature-nebraska-b2679592.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">end property taxes<\/span><\/a><span data-preserver-spaces=\"true\"> entirely through funding from oil revenue.<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Pennsylvania<\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Property taxes could also potentially be on the chopping block in Pennsylvania in 2030 after<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.palegis.us\/legislation\/bills\/2025\/hb900\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> Republican Representative Russ Diamond proposed House Bill 900<\/span><\/a><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Tennessee<\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Voters will get to decide in the forthcoming November election whether Tennessee should ban property taxes after the House of Representatives <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/ballotpedia.org\/Tennessee_Prohibit_State_Property_Taxes_Amendment_(2026)\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">passed a resolution proposing an amendment to the Constitution<\/span><\/a><span data-preserver-spaces=\"true\"> to prohibit the legislature from enacting taxes on property.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Cities With Property Tax Issues<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">These states are not the only ones where property taxes could be in play. In Boston, the collapse in <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/commercial-real-estate-investing-for-beginners\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">commercial real estate<\/span><\/a><span data-preserver-spaces=\"true\"> values is projected to push a $1 billion tax burden onto homeowners, according to<\/span><em> <a class=\"editor-rtfLink\" href=\"https:\/\/www.wsj.com\/real-estate\/boston-commercial-property-taxes-budget-0488c875?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">The Wall Street Journal<\/span><\/a><\/em><span data-preserver-spaces=\"true\">. To make up for the offset, homeowners have received larger tax bills, which have been incurred in conjunction with the rapid rise in home property values, further increasing taxes.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">The <\/span><em><span data-preserver-spaces=\"true\">Journal <\/span><\/em><span data-preserver-spaces=\"true\">reports that Boston has <\/span><span data-preserver-spaces=\"true\">been particularly impacted<\/span><span data-preserver-spaces=\"true\"> because more than a third of Boston&#8217;s tax revenue comes from commercial property taxes, which is the highest in the country. Attempts to<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.wgbh.org\/news\/local\/2024-12-11\/michelle-wu-says-senate-defeat-of-property-tax-plan-heartbreaking-for-local-homeowners\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> reform property taxes last year failed<\/span><\/a><span data-preserver-spaces=\"true\">.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">In New York City, where taxes are assessed based on neighborhood appreciation, rather than the metrics of individual buildings, the NYC Advisory Commission has proposed a<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/cbcny.org\/advocacy\/testimony-recommendations-nyc-advisory-commission-property-tax-reform?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> sweeping reform<\/span><\/a><span data-preserver-spaces=\"true\"> that reorganizes property classes, ends assessment caps, and introduces more equitable valuation methods. The proposals <\/span><span data-preserver-spaces=\"true\">are specifically designed<\/span><span data-preserver-spaces=\"true\"> to alleviate the financial burden on individual homeowners.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Final Thoughts: How Reforms Could Affect Real Estate Investors<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Lower property taxes translate into higher cash flow for real estate investors. However, investors should look at any potential tax savings, or not, holistically, in conjunction with potential savings, such as those included in the recent<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nar.realtor\/magazine\/real-estate-news\/house-passes-tax-reform-package-with-key-wins-for-real-estate\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> One Big Beautiful Bill<\/span><\/a><span data-preserver-spaces=\"true\">.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Additionally, although many of the potential tax reforms <\/span><span data-preserver-spaces=\"true\">are aimed<\/span><span data-preserver-spaces=\"true\"> at owner-occupants, not investors, landlords who partially rent out their residences through <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/short-term-rental-investing\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">short-term rentals<\/span><\/a><span data-preserver-spaces=\"true\">, or who live in one unit of a small <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/finding-multifamily-properties\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">multifamily building<\/span><\/a><span data-preserver-spaces=\"true\">, may also be eligible for savings.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Landlords should also routinely challenge the tax assessments on their buildings, whether they live in them or not. According to the<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.ntu.org\/foundation\/tax-page\/are-you-paying-too-much-in-taxes\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> National Taxpayers Union Foundation<\/span><\/a><span data-preserver-spaces=\"true\">, between 30% and 60% of taxable property in the United States is overassessed; however, fewer than 5% of taxpayers challenge their assessments.
