{"id":186440,"date":"2026-01-08T11:35:40","date_gmt":"2026-01-08T18:35:40","guid":{"rendered":"https:\/\/www.biggerpockets.com\/blog\/?p=186440"},"modified":"2026-01-08T11:36:37","modified_gmt":"2026-01-08T18:36:37","slug":"president-trump-proposes-to-ban-institutional-investors-from-buying-single-family-homes","status":"publish","type":"post","link":"https:\/\/www.biggerpockets.com\/blog\/president-trump-proposes-to-ban-institutional-investors-from-buying-single-family-homes","title":{"rendered":"President Trump Proposes to Ban Institutional Investors From Buying Single-Family Homes"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">President Donald Trump&#8217;s plan to <\/span><span data-preserver-spaces=\"true\">stop<\/span><span data-preserver-spaces=\"true\"> large investors <\/span><span data-preserver-spaces=\"true\">from buying<\/span><span data-preserver-spaces=\"true\"> single-family <\/span><span data-preserver-spaces=\"true\">houses<\/span><span data-preserver-spaces=\"true\"> could have far-reaching effects on all real estate investors.<\/span><span data-preserver-spaces=\"true\"> Trump said in a <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115855059527504524\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Truth Social post<\/span><\/a><span data-preserver-spaces=\"true\"> on Jan. 7:<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><span data-preserver-spaces=\"true\">\u201cFor a very long time, buying and owning a home was considered the pinnacle of the American Dream. It was the reward for working hard and doing the right thing, but now, because of the record-high inflation caused by Joe Biden and the Democrats in Congress, that American Dream is increasingly out of reach for far too many people, especially younger Americans. It is for that reason, and much more, that I am immediately taking steps to ban large institutional investors from buying more single-family homes, and I will be calling on Congress to codify it. People live in homes, not corporations. I will discuss this topic, including further Housing and Affordability proposals, and more, at my speech in Davos in two weeks.\u201d&nbsp;<\/span><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">While the president&#8217;s rationale for banning Wall Street titans from grabbing up suburban single-family homes is that this makes it more difficult for homeowners to find a place to live, there is still enough of a gray area in the information he has given so far to cause concern among investors, large and small.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Does the Ban Apply to Corporations of All Sizes?<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">From his announcement and his use of the term \u201clarge institutional investors,\u201d most<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.cnbc.com\/2026\/01\/07\/trump-housing-affordability.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> news outlets<\/span><\/a><span data-preserver-spaces=\"true\"> assumed Trump meant Wall Street titans such as Invitation Homes\u2014one of the<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.resiclubanalytics.com\/p\/blackstone-will-thirdlargest-us-singlefamily-portfolio-completes-tricon-residential-acquisition\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> largest renters of single-family homes in the U.S.<\/span><\/a> <span data-preserver-spaces=\"true\">and<\/span><span data-preserver-spaces=\"true\"> formerly owned by Blackstone, which now owns Tricon Residential, <\/span><span data-preserver-spaces=\"true\">as well as<\/span><span data-preserver-spaces=\"true\"> Progress Residential.<\/span><span data-preserver-spaces=\"true\">&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">However, corporations can be any size, and by far, the<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.stlouisfed.org\/on-the-economy\/2025\/oct\/role-single-family-rentals-us-housing-market\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> largest owner of single-family homes<\/span><\/a><span data-preserver-spaces=\"true\"> in the U.S. is not REIT behemoths but smaller, mom-and-pop investors. In his <\/span><span data-preserver-spaces=\"true\">next<\/span><span data-preserver-spaces=\"true\"> statement, a clarification of what the president meant by \u201ccorporations\u201d would put a lot of people\u2019s minds at rest.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Small Investors Own Most of the Single-Family Homes<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">According to the<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/finance.yahoo.com\/news\/real-estate-investors-account-33-141000807.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> Q2 2025 Investor Pulse\u2122 report<\/span><\/a><span data-preserver-spaces=\"true\"> from BatchData, investors own 20% of U.S. homes, and smaller investors dominate, accounting for 87% of the market share. So, if Trump plans to ban only large-scale Wall Street investors from the single-family housing market, it will likely do little to improve homeowners&#8217; access to housing. However, if he bans all corporations from buying single-family homes, the ramifications would be devastating for mom-and-pop investors.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">\u201cA ban could reduce home prices, but the effect would likely be modest, since most investors are small-scale buyers rather than large institutional players,&#8221; Thom Malone, principal economist at Cotality, told<\/span> <em><a class=\"editor-rtfLink\" href=\"https:\/\/nationalmortgageprofessional.com\/news\/trump-moves-prevent-large-investors-buying-single-family-homes\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">National Mortgage Professional<\/span><\/a><\/em><span data-preserver-spaces=\"true\">. He added:<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><span data-preserver-spaces=\"true\">&#8220;A decline in investor demand could also slow new construction, offsetting some of the downward pressure on prices. At the same time, rents could rise as reduced supply tightens the rental market, potentially pushing some buyers out of more affluent neighborhoods where homeownership is already out of reach.&nbsp;<\/span><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><span data-preserver-spaces=\"true\">The impact would also vary significantly by location. Atlanta stands out as the only <\/span><span data-preserver-spaces=\"true\">major<\/span><span data-preserver-spaces=\"true\"> market where institutional investors account for more than 10% of purchases, making it a place where the policy could have a more noticeable effect. Importantly, this proposal would stop future purchases, not require investors to sell existing homes\u2014an action that would have a far greater impact on the market.\u201d<\/span><\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Wall Street Prefers Build-to-Rent Communities Instead of Scattered Single-Family Homes<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Further complicating matters is that the large institutional investors Trump <\/span><span data-preserver-spaces=\"true\">seems to be<\/span><span data-preserver-spaces=\"true\"> targeting have recently appeared to <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/wolfstreet.com\/2024\/04\/24\/biggest-landlords-pile-into-build-to-rent-single-family-houses-but-are-selling-older-houses-into-this-overpriced-market\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">cool their interest in single-family homes<\/span><\/a><span data-preserver-spaces=\"true\">, <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.wsj.com\/real-estate\/build-to-rent-single-family-home-investments-d6e57200\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">pouring cash into build-to-rent communities<\/span><\/a><span data-preserver-spaces=\"true\"> that benefit from centralized management and ease of operation, rather than scattered portfolios of single-family properties.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">The corporate ownership of single-family homes has been a contentious issue for many tenants, who fear rapid price increases and harsh eviction policies. \u201cWhen institutional investors or larger landlords own the rental units, we see an increase in the number of evictions for tenants,\u201d Ruth Jones Nichols, a former housing official in the Biden administration who now serves as executive vice president of programs at the Local Initiatives Support Corp., told the<\/span> <em><a class=\"editor-rtfLink\" href=\"https:\/\/www.wsj.com\/real-estate\/build-to-rent-single-family-home-investments-d6e57200\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Wall Street Journal<\/span><\/a> <\/em><span data-preserver-spaces=\"true\">in 2024. \u201cThat\u2019s something we really want to keep an eye on.\u201d<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">In September of the same year, Invitation Homes, then the biggest single-family rental operator in the U.S., was forced to pay the Federal Trade Commission<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.ftc.gov\/news-events\/news\/press-releases\/2024\/09\/ftc-takes-action-against-invitation-homes-deceiving-renters-charging-junk-fees-withholding-security\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> $48 million to settle charges<\/span><\/a><span data-preserver-spaces=\"true\"> related to misleading rental pricing and unfair evictions.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">What the entire real estate industry needs regarding Trump\u2019s social media post is specificity.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">\u201cAny policy discussion about limiting large investors in the single?family housing market must account for the essential role responsible private capital plays in restoring aging housing stock and increasing supply,\u201d Linda Hyde, president of the Kansas City-based American Association of Private Lenders (AAPL), told<\/span> <em><a class=\"editor-rtfLink\" href=\"https:\/\/www.scotsmanguide.com\/news\/trumps-proposed-institutional-investor-ban-for-single-family-homes-sparks-debate\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Scotsman Guide<\/span><\/a><\/em><span data-preserver-spaces=\"true\">. \u201cPrivate lenders and investors are often the ones who take on distressed properties and return them to livable condition.\u201d<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">The AAPL encourages a \u201cdata?driven approach that expands access to homeownership without unintentionally restricting the investment activity that supports housing availability and community revitalization,\u201d according to Hyde.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">The Worst-Case Scenario for Small Investors<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">A blanket ban on all corporations, large and small, from owning single-family houses for rental purposes would stop many mom-and-pop investors dead in their tracks. Popular investment strategies such as the <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/brrrr-method-for-beginners\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">BRRRR method<\/span><\/a><span data-preserver-spaces=\"true\"> would no longer be feasible unless practiced on small <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/finding-multifamily-properties\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">multifamily<\/span><\/a><span data-preserver-spaces=\"true\"> buildings.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Considering Trump\u2019s quote stated he planned to ban \u201clarge institutional investors,\u201d it seems to let smaller investors off the hook. But what the president means by \u201clarge\u201d is the next question\u2014100 units, 1,000 or more, or another number. A more likely scenario is that smaller investors who own sizable portfolios might have to jump through hoops to acquire more properties.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Like the touted <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/do-50-year-mortgages-make-sense-for-real-estate-investors\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">50-year mortgage<\/span><\/a><span data-preserver-spaces=\"true\">, it is unclear whether the president\u2019s latest real estate initiative is more feel-good PR that might not stand up to scrutiny, or a well-thought-out plan to increase supply and thus lower prices. The latter appears to be a stretch unless other aspects\u2014i.e., building new housing on a massive scale\u2014come into play.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Speaking about Trump\u2019s statement, National Association of Mortgage Brokers President Kimber White told <\/span><em><span data-preserver-spaces=\"true\">Scotsman Guide<\/span><\/em><span data-preserver-spaces=\"true\">:&nbsp;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><span data-preserver-spaces=\"true\">\u201cThis is a start. <\/span><span data-preserver-spaces=\"true\">If it puts 3% of houses on the market, that\u2019s great, because right now we have an affordability crisis<\/span><span data-preserver-spaces=\"true\">, <\/span><span data-preserver-spaces=\"true\">and <\/span><span data-preserver-spaces=\"true\">we have<\/span><span data-preserver-spaces=\"true\"> no homes on the market.<\/span><span data-preserver-spaces=\"true\"> It\u2019s not a huge fix. Because when you look at the big picture, it\u2019s not going to all of a sudden magically throw this big group of houses on the market.\u201d<\/span><\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span data-preserver-spaces=\"true\">Final Thoughts<\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">Clearly, there\u2019s a lot of specificity that needs to be given by the president, principally concerning his meaning of the word \u201clarge.\u201d The president has close ties with Wall Street, particularly with <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nytimes.com\/2025\/10\/03\/us\/politics\/schwarzman-harvard-trump.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Stephen Schwarzman<\/span><\/a><span data-preserver-spaces=\"true\">, CEO of the Blackstone Group, one of the large institutional investors the president was clearly referring to. It would go against the president\u2019s M.O. for him to do anything that would hurt the interests of one of his most loyal and <\/span><span data-preserver-spaces=\"true\">powerful<\/span><span data-preserver-spaces=\"true\"> supporters.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span data-preserver-spaces=\"true\">The knee-jerk reaction from some smaller investors might be one of joy\u2014with no large institutional investors, there\u2019s more room for smaller investors. However, given that small investors already dominate the vast majority of the single-family rental market and larger investors appear to have curtailed their appetite for the asset class, that logic seems flawed.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>President Donald Trump&#8217;s plan to stop large investors from buying single-family houses could have far-reaching effects on all real estate investors.
