The changes might not be immediate, but when viewed through a wider lens, the introduction of small-dollar mortgages, new FHA limits, encouraging more \u201cmissing middle\u201d construction, and limiting purchases of single-family homes by institutional investors could reshape the investor playing field over the next decade.<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">Tackling the Housing Shortage<\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">The law\u2019s core goal, according to<\/span> <em><a class=\"editor-rtfLink\" href=\"https:\/\/fortune.com\/2026\/07\/11\/home-supply-shortage-21-century-road-to-housing-act\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Fortune<\/span><\/a><\/em><span data-preserver-spaces=\"true\">, is to address the housing shortage, which currently ranges from<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.freddiemac.com\/research\/insight\/housing-supply-still-undersupplied\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> 3.7 million<\/span><\/a><span data-preserver-spaces=\"true\"> homes (Freddie Mac) to at least<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/apnews.com\/article\/trump-housing-shortage-affordability-5db3092fa2f5f3c43929912c1bcddc3d\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> 10 million homes<\/span><\/a><span data-preserver-spaces=\"true\"> (the White House), and to address more than a decade of underbuilding following the 2008 financial crash.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The new law tries to address this from multiple fronts: streamlining regulations, incentivizing local zoning reform, easing access to mortgages through community banks and FHA updates, and preventing large corporations from swallowing up large swaths of single-family homes.\u00a0<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">Why This Matters for Mom-and-Pop Investors<\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">While average homebuyers have sat on the sidelines the past few years, investors have been busy buying homes, despite the uptick in interest rates, taking advantage of the lack of competition.<\/span><\/p>\n<p><a class=\"editor-rtfLink\" href=\"http:\/\/realtor.com\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Realtor.com&#8217;s 2026 Investor Report<\/span><\/a><span data-preserver-spaces=\"true\"> found that investors purchased an estimated 534,000 homes in 2025, accounting for about 11.3% of all home sales\u2014with the remaining ~89% going to owner-occupant buyers. Within that investor slice, the mix has shifted decisively toward the little guy: small investors made up roughly 63% of investor purchases<\/span><span data-preserver-spaces=\"true\">, while<\/span><span data-preserver-spaces=\"true\"> mega-investors (those buying at scale) fell to just 7.5%, a decade-plus low.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">That shift is enforced with the new law. Although institutional investors own only about 2% of single-family rental homes nationally, in some Sunbelt markets such as Atlanta, Jacksonville, and Charlotte, they own <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.businessinsider.com\/institutional-investors-single-family-homes-cities-map-2026-1\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">over 20%<\/span><\/a><span data-preserver-spaces=\"true\"> of the single-family housing stock.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The new legislation will broadly aim to increase supply and expand credit tools for buying houses, fostering an environment for go-to investment strategies such as <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/real-estate-investing\/house-hacking-strategy\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">house hacking<\/span><\/a><span data-preserver-spaces=\"true\">, living in small <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/guides\/buying-multifamily\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">multifamily<\/span><\/a><span data-preserver-spaces=\"true\"> homes, and focusing on long-term <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/rental-property-cash-flow-analysis\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">cash flow<\/span><\/a><span data-preserver-spaces=\"true\"> plays, even if <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/cap-rate-real-estate\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">cap rates<\/span><\/a><span data-preserver-spaces=\"true\"> won\u2019t change immediately.<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">FHA, Small-Dollar Mortgages, and House-Hacking Plays<\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">Immediately relevant for small investors is the new law\u2019s focus on lower-value and FHA-backed mortgages, specifically<\/span><span data-preserver-spaces=\"true\">, <\/span><span data-preserver-spaces=\"true\">access to<\/span> <span data-preserver-spaces=\"true\">\u201c<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/bipartisanpolicy.org\/issue-brief\/inside-the-deal-whats-in-the-final-21st-century-road-to-housing-act\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">small dollar<\/span><\/a><span data-preserver-spaces=\"true\">\u201d FHA mortgages under $100,000<\/span><span data-preserver-spaces=\"true\">, <\/span><span data-preserver-spaces=\"true\">updates to FHA maximum loan limits for multifamily mortgages<\/span><span data-preserver-spaces=\"true\">, <\/span><span data-preserver-spaces=\"true\">and increased FHA loan limits for manufactured housing loans.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">That is particularly helpful for new investors looking to <\/span><span data-preserver-spaces=\"true\">house hack<\/span><span data-preserver-spaces=\"true\"> in a market where entry-level <\/span><span data-preserver-spaces=\"true\">two-to-four-unit<\/span><span data-preserver-spaces=\"true\"> multifamily properties, as well as single-family homes with <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/rookie-591\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">ADUs<\/span><\/a><span data-preserver-spaces=\"true\"> and basement units, trade below the national median price.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Conversely, the expansion of multifamily loan mortgages is helpful for more expensive markets where coming up with a <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/down-payment\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">down payment<\/span><\/a><span data-preserver-spaces=\"true\"> is preventing new investors from buying.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The law also includes provisions that relax certain regulatory requirements for<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.independentbanker.org\/w\/housing-bill-with-community-bank-reg-relief-title-becomes-law\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> community banks<\/span><\/a><span data-preserver-spaces=\"true\">, which could make it easier for those lenders to extend mortgages, particularly in smaller markets where national lenders have a weaker presence.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">These changes dovetail directly with classic house-hacking strategies, which are pivotal in jump-starting new buyers on their investment journey by offsetting the cost of a mortgage payment. Mortgage Bankers Association (MBA) president and CEO Bob Broeksmit said in a statement quoted by<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/finance.yahoo.com\/personal-finance\/mortgages\/article\/what-the-housing-affordability-bill-means-for-buyers-and-sellers-190225969.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> Yahoo! Finance<\/span><\/a><span data-preserver-spaces=\"true\"> that the legislative package is \u201cconsequential.&#8221;<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">&#8220;The legislation preserves many of the hard-fought policy priorities that MBA has advocated for throughout this debate and will increase HUD&#8217;s multifamily loan limits for the first time since 2003, reduce barriers to development and increase housing supply, modernize federal housing programs, and expand access to affordable mortgage credit,\u201d Broeksmit added.<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">Zoning Reform, Modular Housing and Long-Term Supply<\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">Much of the Act\u2019s potential impact for investors lies well in the future, forcing state and local governments to rethink zoning and embrace <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.biggerpockets.com\/blog\/on-the-market-37\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">modular<\/span><\/a><span data-preserver-spaces=\"true\"> and manufactured housing over the next several years.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">It introduces a program to incentivize state and local governments to overhaul restrictive zoning policies. HUD\u2019s research office must publish guidelines and best practices for state and local zoning within three years, following a two-year public comment period, according to<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/communityscale.com\/the-21st-century-road-to-housing-act-build-now\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\"> communityscale.com<\/span><\/a><span data-preserver-spaces=\"true\">.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Yahoo! Finance points out that initiatives aimed at modular and manufactured housing, combined with higher FHA loan limits for these properties, are among the elements expected to have the most immediate impact on affordability<\/span><span data-preserver-spaces=\"true\">, but the<\/span><span data-preserver-spaces=\"true\"> rollout could take years, something the bill\u2019s orchestrators are keen to avoid.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">&#8220;If you don&#8217;t build more housing, you should lose those incentives. And they should go to the places where you&#8217;re building more housing,&#8221; said the bill&#8217;s co-sponsor, Sen. The expansion of FHA laws, as well as smaller FHA loan amounts, will help more house hackers get a rung on the ladder. <\/span><span data-preserver-spaces=\"true\">Meanwhile, making loans easier for community banks will help investors <\/span><span data-preserver-spaces=\"true\">in<\/span><span data-preserver-spaces=\"true\"> all markets, not just rural ones, and smaller banks tend to offer more customized loans to local investors <\/span><span data-preserver-spaces=\"true\">as opposed to<\/span><span data-preserver-spaces=\"true\"> national lenders.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The government is keen to stimulate real estate buying in any way it can.
