TO make a long story short, i jsut took over a listing froma  Realtor who was fed up wiht the process. Sellers legally evicted tenant, however the tenant somehow got utilities turned on in his name, busted the locks and moved back in while the previous Realtor was negotiating teh short sale. The sellers dont want to pay to evict the tenant again. I just took over the sale, and i now need access to the property for the Lender to do appraisal. Any thoughts on what i can do.

Are you sure that law applies to a person that's already been evicted?  If someone has the utilities on then yes, they generally have to be evicted.  If it's someone that's already been evicted then it's generally a different story.  Surely even in California there's some type of order.
