IRS LIEN AND NOTIFICATION

I'm currently into my 3rd month of trying to buy a REO house here in the FL Keys. I have every thing in place including appraisal, insurance, loan and survey. Title company has discovered an IRS lien and bank was never notified. Just received word from title company could be another couple of months. I have reached out to the banks attorney and title company. How do I find out if the IRS was ever notified? How would the notification be handled?
