HUD restrictions on rental income

I'm looking at a property that was renevated by HUD grant. The renter currently has utilities included. There are HUD rent limits on the amount that can be charged based on the renter's income. Does anyone know if the amount charged for rent has to include utilities for the 30% adjusted income rule? Thanks for your help!
