Purchasing a public auctioned tax lien after auction occurs?

What happens if a house tax lien is not picked up after auction? Can I contact the assessor and still attempt to purchase it?

@Ashley Hernandez normally if someone bids and doesn't pay they it is considered a default and goes back to the county or city. Some areas offer liens that didn't sell in the original auction "Over the counter" or here in Baltimore they are just called "Leftover liens". They are offered on a first come first served basis for the face amount of the lien. Not all areas offer leftover liens.
I see you are in CA. CA is a tax deed state. They do not offer tax liens in CA. I don't know how leftover tax deeds might work. All the rules regarding tax sale can vary tremendously by state and even local jurisdiction. Check with the county where the property in question is located.
