Building a network of Real Estate Agents

Part of our strategy is to develop our own network of real estate agents - using a one-realtor/one-city model, that gives the agent exclusive rights as buying and listing agent for all transactions in their city. Commission is 6%. The agent is required to pay a membership fee, but is guaranteed to be exclusive to that city until a property is sold there. We're limiting to 6000 cities, and to date we still have 5796 memberships available.
So my question is, what is the best approach to use to find REA's for our network? To date we have been making phone calls and it's a lot of work.
Or perhaps, is there something wrong with our approach? There are some high profile cities available like Vegas, Phoenix, etc., and no interest?
