How Are Cleveland’s “Residents First” Policies Affecting Investors, Brokers & Property Managers?

I’m curious to hear from other investors, brokers, and property managers actively operating in Cleveland regarding the city’s “Residents First” policies and how they’re impacting your business operations.

From my understanding, the regulations have added stricter rental registration requirements, lead safe compliance, code enforcement measures, and local agent responsibilities for out-of-state investors.

For investors:

  • Are these policies changing your buying strategy in Cleveland?
  • Are you becoming more cautious about older housing stock or certain neighborhoods?
  • Have the added compliance costs significantly affected your cash flow or ROI projections?

For brokers and property managers:

  • How are you handling the “Agent in Charge” responsibilities and potential liability exposure?
  • Are you charging higher management fees because of the additional compliance oversight?
  • Have you changed your contracts, insurance coverage, or investor onboarding process because of these policies?

I’m especially interested in hearing real experiences from those managing Section 8 portfolios, out-of-state investor clients, or large rental portfolios in Cleveland.
