Bank Owned Properties

If a bank owns numerous houses and empty lots in a subdivision because the builders went bankrupt and some have been under their ownership for over 3-4 years are they required to pay the HOA for dues on these properties? The realtor representing this bank said they are not liable. If they are in fact liable and refuse to pay should we place liens on these properties like we would for anyone else in arrears after going through the proper channels of notifying them of the debt?
