Hawaii contractor question

Looking for any info from Hawaii investors or contractors.  Got a dryer vent in a condo where the dryer vents inside to a small catchment/reservoir. 

Is this legal or typical in Hawaii? Since it's in place already would it be grandfathered in if no changes are made to this? How does IRC approach this?

Any insight is welcome, thank you.
