Cleveland Landlord question regarding utilites

Hey Landlords! question regarding the utilities. For a duplex, what are the utilities that landlords are paying vs tenants? And for landlord paid, what are they on average? thanks in advance!

For duplexes, landlords are responsible for water and sewer. Tenants pay gas and electric. 

I've seen water and sewer be anywhere from $150-$750. The high numbers tend to come from unreported leaks.

Most of the time the owner covers water / sewer (I estimate 60-80/month/unit in expenses) and the tenants cover electric / gas and the city of Cleveland covers the trash if that applies. This is for multi family and for single family the tenants can cover all of the utilities.
