Commercial Loan Rate

Hello all, 

We just finished up a duplex that my partner and I bought with our HELOCs. Now it is time to refinance and one of the small local banks in my town quoted me a rate of 6% fixed for 5 years on a 20 year note. How is this possible? I have been trying to wrap my brain around how its almost 2% lower than other quotes that I have. Thanks for any input.
