What would you do with this situation?

Driving for dollars. Found a home in really rough shape. Off of a busy rode. Home has an ARV of 135k. It is next to a junk yard. (not an active one just cars piled up). It is in some of the best school districts in the area. It is on .5 an acre. It is a 3/2 with a 2 car garage right at 1500 sqft. House needs EVERYTHING roof, siding, septic, flooring, bathrooms, kitchen, and heating. I offered the guy 10k he was asking 90k. My offer is contingent on inspections and them not finding anything else wrong. He is out of state and can't afford to fix it. He said honestly the answer is probably yes just to get it gone. Just has to get approval from his wife. (who wants it gone). What would you do? Location isn't the best but the location as far as school districts, business, main interstates, etc. is all great.

Fix it and rent it out? (house should rent at 1,000.00-1100.00)

Wholesale it for say 30k? 

We don't think this would be a good flip. 

Other thought is offering it to the local companies to see if one of them wants it.
