HUD Property Under Contract - Seller Concessions

I have a HUD property under contract as an owner occupant. The property has a water leak so they will not allow me to turn the water on. Does anyone have success getting seller concessions or repairs on a HUD property? Are my options just keep the deal or walk, or could I reduce the purchase price or get money off for the repairs?
