50% and 2% rules

Guys I was wondering if someone could explain to me the 50% and 2% rules. Im new to RE investing and am still a little confused on the two. Thanks in advance, and I love the site

Briefly, all "expenses" on a rental property will average out to 50% over multiple properties and multiple years. Expenses hear means operating expenses, vacancies, and capital expenses.

The "2% rule" is derived rule that says a "good deal" for a rental property is one where the rent is at least 2% of the purchase price.
