The best places to invest for under 300,000 in Philadelphia PA?

I will be selling an investment property and want to do a 1031 Property Exchange, I'm thinking of Philadelphia/city area access and pricing needs to be around 300,000   Has anyone had experience with buying a property in Philadephia? Or the Catskill region of NY
