Hi everybody. I am just getting started in Real Estate Investing and just have one question. I intend to focus on the pre-foreclosure market. Are files that have just been filed with the district clerk considered pre-foreclosure?

It depends on the nature of what is filed. In my state, if a Substitute Trustee filing occurs, that is a very good indication that the borrower will be served in the near future. I'd classify the ST filing as a pre-foreclosure event. That could trigger a PFore marketing effort... if that's what you are looking for.
