There are strong indications that a neighboring property is in preforeclosure. How can I find which bank holds the mortgage? (The state is Massachusetts)

If the house is in preforeclosure it doesn't matter who the mortgage holder might be. The owner still owns the house and decides if they wish to sell it. You also can't just call up someone's lender without their permission and talk about the mortgage, that's a privacy violation.

Depending on what his motivations are, he could offer to buy the mortgage from the bank?
I suppose that's one way to clean up your neighborhood. Better not be a bad neighbor to @Chris Tejirian :)

Thanks guys. I'm not planning on violating anyone's privacy or threatening anyone, and that person has been fine as an abutter. I'm new to the game and just trying to figure out how to get as much information as possible on the situation.

No worries. It's a common question.
I until it goes to auction or is taken back by the lender, the owner is still In control of the property.
You would have to speak with the owner and see if they are interested in selling. If so, then you would move to the next step if coming up with an offer...
