A have a few questions about a Sheriff Sales

I literally just got into real estate a few days ago. If I were to see a property going on a Sheriff Sale in two months with an upset price of $7,000, could I call the owner (which is the city in this case) before the auction to pay the upset price and get the house. Is there more to it than that?
