Acquiring Bids on New Construction In SoCal

Is there an existing portal where I can submit plans on a development project for contractors to submit bids on?

Do I need to contact contractors one-by-one, or is there a centralized system to utilize?

I am in real estate investing, and I am looking to building an apartment complex.

You'll want to contact builders on your own...even with plans, contractors will have lots of questions you'll need to answer before they can get you firm bids...
