Modular Home (not mobile) Cost? Permits? Winter Haven,Central FL

Hi BP!
I recently got a lot in Winter Haven, FL (central Florida) with a house in a bad shape (rehab will not be cost effective) and I am thinking about putting a new modular home on the lot. 

- Does anybody know if you can put a modular home if previous one was stick built? 

- Will it require rezoning land? 

- What is approximate cost for affordable modular home under 1000 sq.ft.?

- How is it compared to stick built? (cost etc.)

- Any other advice would be appreciated.
