Can I move a property line if I own both lots?

I own two lots side-by-side I would like to move the line in the middle in order that I can build on the second. One of the lots has a house on it and does not encroach on the other if it were to be subdivided.Currently the square feet footage is 13,990. One of the lot is just over 7000 ft.². If I am able to move the line in the middle to where I am able to make that lot 7500 ft.² I will be able to build a new structure. This would be a huge value add to the property. Anybody have experience with this? Thanks David
