Does anyone know how can I get a list of people who have had their water shut off in Dallas area?

I would guess you need to make a Freedom of Information request from the city water department. Some chance you could call or go in person, but my guess is they won't know how to run it or produce it and won't give it to you saying it is confidential info. County will not have that info.
Lots of people have asked the same question here in the past few months.
