Finding motivated sellers and private money investors

Newbie to real estate investing and wholesaling seems like a good way to start and build capital.  My question is, how do wholesalers (successful ones) find the sellers associated with homes that would be a great purchase for a wholesale deal?  In addition, how do they locate local investors that are interested in purchasing from wholesalers using cash?  All my internet research brings me to sites that "sells" lists.  Do I purchase a program like this?  Do I go to my local assessors office (this seems like the old school way it was done before the internet)?  Thanks for any advice!!
